I have filed a complaint against the owner of the phone number (who at this time is unknown) as well as the service provider NEW CINGULAR WIRELESS PCS, LLC - IL with the Wisconsin State Attorney Generals Office.

Since the do not call list is a joke, this might work. Doing this helped me stop a bill collector in Waukesha who refused to take my number off their list, even though they had been told on numerous occasions that no one but me had lived at my address or had my phone number for 25 years.
