Came up as Payless Shoes. No message left.. what happened to do not call list ?

The message left on my machine said it was Payless Sohe Source and they "wanted to let me know about there great sale going on now"

Another "unavailable" caller???????????? I'm so sick of these...... what happened to the do not call list? I was just doing a search to see who or what belonged to this number.
