Legit collectors per section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf *must* tell you at initial contact, or send you paperwork within 5 days of initial contact, the following:
1. $amount of debt,
2. name of the current creditor (which may differ from the original creditor who might have sold your debt),
3. a statement that that debt will be assumed to be valid unless you dispute in writing within 30 days,
4. a statement that that if you do dispute in writing within 30 days, the collector must mail you written verification of the debt,
5. a statement that if you ask the collector in writing within 30 days, the collector must send you the name and address of the original creditor if it's different from the current creditor.
If you don't get the 5 disclosures, orally or in writing (you do not have to ask for them, the FDCPA requires collectors to provide them), treat the collector like you would any SCAMMER.
Has the statute of limitations for your state http://www.fair-debt-collection.com/SOL-by-State.html expired on your debt? If expired, don't pay.
Collectors generally have to be licensed by your state to practise (collect debt) in your state and you can find out by calling your state Attorney Generals Office. Ask if a license is required and does this collector have one. If not licensed, don't pay and file a complaint.
Be aware that scammers are using bought/hacked/phished loan application data to extort payments for fictitious debts from victims and victims' families and friends.
The FBI warns about payday loan extortion scams here http://www.fbi.gov/news/pressrel/press-releases/paydayloanscam_120710
The BBB has issued several alerts on this scam, just google "bbb.org alert phony debt collector"
Report to the Internet Crime Complaint Center http://www.ic3.gov/complaint/default.aspx , the Federal Communications Commission http://esupport.fcc.gov/complaints.htm , the Federal Trade Commission https://www.ftccomplaintassistant.gov/ and your state AG, as appropriate.

if your not afraid and wanted to get true validation of the amount of mo$ you probably owe, then why not contact the original credit card company or creditor that you actually owe.....obviously it's because you had no intention of paying them back voluntarily which gave the original creditor no other choice but to have you placed in collections....your someone who has a history wanting something for nothing....being out of work and in spite of having an alleged medical condition sounds to me like someone use to making excuses when it comes to paying their bills.....collection agencies will work out what is called a ppa (preferred payment arrangement) with debtors such as yourself to the satisfaction of both parties........pay your bill db and try to salvage whatever credit you may still have

Which do you hate more..  The bills or the bill collectors.  They called me twice about my son.  I know he owes money to several entities.  They were polite but it
is irritating to receive calls regarding these type of matters.  I know my son has used me as a reference.  He has personally caused irritation and emotionaly hardship within our entire family.  Be damned if I will pay his bills though..  I have a hard enough time paying my own.  I suggest that everyone start learnng how to live debt free.  That is our goal and it will alleviate these type of situations.  If you owe it pay it.  If you don't , don't.  Thats pretty simple.

I'm a business owner in North Carolina.  I've never done business with this company or any of it's clients, however they felt it was okay to go to great length to track down the family tree and call me about a relative.  They called my business, which the phone is in it's name.  This is illegal on so many levels.  I don't care what is owed them, it doesn't have anything to do with me or my company.

Dan Acosta says that he graduated from Baylor University with a degree in Finance. He attended Baylor University in 1984-1988 and was part to the Beta Theta Pi fraturinty. Therefore Mr. Dan Acosta would be in his mid to late 40's. According to the Harris County Appraisl District there is only 1 man who owns a house in Harris County under the name Daniel Acosta. There are also only 4 people in the city of Houston that go by Dan or Daniel Acosta on Facebook. So Mr. Acosta. You may feel that you have access to all of our personal information but we can look you up to!

MJ ~
Thank you! I am currently receiving phone call from Mr. Acosta. I appreciate the fact that you have noted your experience with this company. After listening to Mr. Acosta talk for 2 hours about all his legal Mombo jumbo...I pretty much came to the conclusion that this company is targeting younger people. Mr. Acosta said that he feels that younger people are more reluctant to pay off their bad debts before legal action is taken due to the fact that we are not established or settled in life. Therefore we need our credit to purchase houses and cars. Mr. Acosta also said that he was going to file a judgment against me and file a lien on my husband?s house (house was purchase before we were together).  Which is a lie! According to the financial legal council that I have received, they cannot file a lien on the house even if it was in my name. They cannot garnish your wages.  I am writing a letter explaining my situation and having it amended to my credit report.  Therefore in the future even if I wanted to use my credit (no matter how bad it is) that a creditor can read and understand my situation. According to my mortgage broker house, car and credit debt is all treated differently by creditors. Just because you fail to make payments on a car doesn?t mean you will have bad house credit when you decide to purchase a house. I also find it interesting that in this day and age why you can not find any legitimate information about the so called P & V Capital on the internet. Nothing other than blogs bashing this company.  So next step????.Mr. Acosta you may know so much information about me????but let s see how much information I can find out about you.
Anyway, Thank you!

Update:

The address I sent letter to was:

P&V Capital, LP
12436 FM 1960 W. # 197
Houston, TX 77065

I sent validation letter to them on May 24. I never received a written response from them. Then on July 22, a Mr. Calvert called and left a message demanding that I call before 6 PM to resolve a 'legal matter'. He also called my neighbor again and left a message with her. My neighbor told me that somehow they also got her cell phone # and tried to reach her at that #. I advised my neighbor that if they ever called her again, she was to tell them she refused to take any further calls and will file a complaint if they continued. My validation letter instructed them to cease and desist any phone calls to me, my husband, my husband's work and any other third parties. They obviously ignored my request.

After I received the voice mail, I sent an email to Dan Acosta requesting that he advise Mr. Calvert NOT to expect a call back from me. He obviously ignored my letter of May 24 as I never received a written reply and PV Capital continues to insist on telephone 'assault'. Mr. Acosta emailed me back claiming that he never received my letter of May 24. My response included an attachment of the letter and the USPS delivery receipt. I also warned him that should they pursue this issue with legal action, they should be prepared for my countersuit because I felt sure that the total of all the penalties for the FDCPA violations I have documented against them would far exceed the balance they are attempting to collect.

I have not heard a word from them (written or verbal) since my email to Mr. Acosta on 7/22/2010.

I had a missed call from 281-653-5910. I called back and discovered that these people were looking for an old acquaintance of mine. They said it was a legal matter and that they wanted to talk to my acquaintance or his attorney. I told him I didn't know anything about he situation, and when I inquired more about it, the man simply said he couldn't talk to me about specifics EVEN THOUGH he's the one calling me to gain information. He said if the person in question didn't call back within 24 hours, they would pursue legal action.

I took the call back number. It was a 'Bill Anderson' at 877-412-9320   EX. 116

He then hung up without even telling me what company he was from. He only said the company was here in Texas. Luckily I have caller Id on my phone and it told me the number came from PV Capital. It seems these debt collectors are changing numbers and harassing people. I'll let you guys know if they keep calling me. Anything I can do to get them to stop?

Debt Collector
This company has a pattern here that if anyone wanted to FTC and file a complaint on, they would have a pretty good case.  If you look through the various entries under this number, or any of the other extensions they use, one would see that they are consistent in saying they have previously sent a letter.  Most individuals here state that they have never received a letter when P&V capital calls about the matter.  They are required by the FDCPA to send you a letter and to give you the opportunity to validate/dispute the debt.  I would think that a complaint referencing these blogs to the FTC would yield some results.  These guys are purchasing old debt from mostly companies who have long written off the account, been purchased or have even gone out of business.  I would imagine they are stating that the letter was sent "several weeks ago" because they know that if they had to provide documentation on the debt they would not be able to provide such information.  Further, they also seem, as mentioned by the other posts, to inflate the debt amount; another violation of the FDCPA ("debt collectors may not misrepresent the amount of the debt owed").  Do your homework when receiving a phone call from these people.  Ask for validation if you get a letter.  If you get a call out of the blue such as MJ_Tx above, ask for a mailing address and request that they validate the dept (certified ail, return receipt requested).  Just Fyi, the other numbers they call from are as follows:

281-653-1100
281-653-1120
281-653-1135

Also, if they persist with calling neighbors, family members, etc.,  AFTER they have reached you directly; this is very much harrassment.  Document all calls received by parties other than yourself and talk to an attorney who sues debt collectors.  You would be surprised how much money the Debt Collector, P&V capital in this case, could be forced to pay!  And no, I am not an attorney nor do I represent one but I have been around the block with debt collectors before.

Just called and ask for my husband by his middle name not first name or whole name.  So they obviously knew what name he goes by on a regular basis.  I said he wasn't here could I take a message.  Says that she is calling from PV Capital and needs to speak with him.  Asks if I have another number for him, I said, his cell isn't working.  Asked when I expect him home, I said not until late.  Asked for a work number, I told her I didn't have it.  Asked my who I was, I said I was his wife and then asked me for his SS#.  I hung up the phone.  They called back and I unplugged it.  It all felt really shady to me.  They way she was speaking.  Didn't sound very professional at all.  It was awkward and I'm not dumb enough to give out my husband's SS# on the phone to people I don't know....
I don't trust these people.

I don't think it is a matter of not paying your bills I think it is more a matter of unethical practices. I have received 4 phone calls from this number and they keep saying that they are trying to reach my neighbor!  If you are looking for my neighbor, you obviously know his name and address since you gave it to me then why are you harassing me?  Matter of fact how did you get my name and phone number since I do not even know this neighbor?
So, like I said this is an ethics issue.

These people really suck at scamming. They called my business looking for a former employee, I told them he no longer worked for me. The asked for forwarding information and I told them I didn't have any because he didn't leave on good terms. They asked my name and I only gave them my first name... Thirty minutes later they started calling asking for me and trying to pull the same crap. When I asked Dan Acosta the VP (as he referred to himself) what they did or why they were calling he just kept going in a circle repeating his name and title. What a joke of a company!!!
