This appears to be an outgoing line from the State of Michigan offices on West Grand Blvd.,Detroit, in the former General Motors headquarters building.   The State has many offices in the huge building, so it can be a call concerning anything from unemployment, licensing, investigations, taxes, etc.  It is not, however, a telemarketer or bill collector.     My caller left a different number to call her back directly.

It is the State of MI. Namely, in my experience, Human Resources for the SOM. Good Luck!!!

This number is def. for  social security administration.

I got a call from this # caller id said "Cadillac Place" no message was left and when I called back a recording said "the number you have dialed is not in service".

No message left.  Call came in at 5:01PM .  ID stipulated Cadillac Place that houses Secretary of State and other State of Michigan Offices.  No idea as to reason for call.

called me today no message must be someone dodging unemployment to reap benifits longer

It's a State of Michigan phone number.  I had a interview there (for a job at unemployment) and this is the number I got of my Caller ID when they scheduled it.  The State circulates the numbers that appear on caller ID for security reasons.  A number that was good to contact someone today will be no good tomorrow (only they can give you a direct dial number).
