Per the Fair Debt Collection Practices Act (FDCPA), if a caller refuses to MAIL you proof that you owe a debt to them, then you owe them NOTHING!  Report the caller to the FTC, the FBI and your state's Attorney General.  If the yahoo calls you again, tell him you're recording all calls he's making to you to give to your own attorney - even if you don't have an attorney.  NEVER let someone call and scare you into paying money you don't owe them!  And even if you do owe money, ALWAYS make them mail you proof that you owe a debt to them before sending money.

No proof through the US mail = you don't owe a dime.  Read up on your rights under the FDCPA.  If you talk to the scammer again, demand he give you the mailing address of his "company".  I doubt he will, but if you do get an address out of him, certified-mail him a letter demanding validation of the debt, including proof of who you originally owed the money to, that his company is the legal owner of the debt, and that he is licensed to collect debt in your state.  I'm fairly certain he won't be able to provide any of that.

NO validation, NO debt. It's that simple.

Validation of debts   [15 USC 1692g]
(a) Within five days after the initial communication with a consumer in connection with the collection of any debt, a debt collector shall, unless the following information is contained in the initial communication or the consumer has paid the debt, send the consumer a written notice containing --

(1) the amount of the debt;

(2) the name of the creditor to whom the debt is owed;

(3) a statement that unless the consumer, within thirty days after receipt of the notice, disputes the validity of the debt, or any portion thereof, the debt will be assumed to be valid by the debt collector;

(4) a statement that if the consumer notifies the debt collector in writing within the thirty-day period that the debt, or any portion thereof, is disputed, the debt collector will obtain verification of the debt or a copy of a judgment against the consumer and a copy of such verification or judgment will be mailed to the consumer by the debt collector; and

(5) a statement that, upon the consumer's written request within the thirty-day period, the debt collector will provide the consumer with the name and address of the original creditor, if different from the current creditor.

(b) If the consumer notifies the debt collector in writing within the thirty-day period described in subsection (a) that the debt, or any portion thereof, is disputed, or that the consumer requests the name and address of the original creditor, the debt collector shall cease collection of the debt, or any disputed portion thereof, until the debt collector obtains verification of the debt or any copy of a judgment, or the name and address of the original creditor, and a copy of such verification or judgment, or name and address of the original creditor, is mailed to the consumer by the debt collector.

(c) The failure of a consumer to dispute the validity of a debt under this section may not be construed by any court as an admission of liability by the consumer.

When people are desperate for money, it is easier for them to fall prey to such scams.  Let's hope one day you fall victim to a scam and "deserve it".  When scam victims are brave enough to post their stories, it helps other people avoid being scammed.  Your comment is certainly not helpful.  Take your self-righteous BS elsewhere.

Oh for heaven's sake, get off your high horse.  Thank God this poster was NOT too embarrassed to post his/her story because it can help others from being scammed.  Of course it is a line of BS but there are a lot of gullible people out there.  This poster, and this site in general is trying to help educate people about such scams.  What are you trying to do?

I really hate to say this,  but you deserve to be scammed.   How anyone could  fall for such a stupid line of BS is beyond me.   I would have been too embarrassed to even post such a story.

I received a call from another Indian named "Frank"who told me I needed to get a Vanilla Reload Card to show that I can make the monthly payments on a loan for $1500. I had to put $170 on the card then hold on the phone with him so he can get the PIN number just to see if the funds were available. I did that only to learn there was a "block" with the bank that was actually lending the money. They said I had an outstanding balance from another loan that I had in the past for $286. If I pay that they remove the block. I made him swear that no other blocks existed. I said i only had $210 and he said they would remove the block. When i called back asking where my money was he said there was another block and that I needed to pay off another loan with a vanilla card for $279. I said no and then the Indian started shouting all kinds of obscenities to me. I threatened to call the police and he said HE was going to have ME arrested. DO NOT FALL FOR INDIAN MEN ASKING FOR VANILLA CARDS OR TELLING YOU YOU WERE APPROVED FOR ANY KIND OF LOAN.
