WHO is this and why do they keep calling me? also numbers frmo enland, pennsylvania, illinois, minnesota... what's going on!

Just got a call from this number. Tried to call it back and got a recording saying Invalid Code and try again. This however wasnt the phone company's official message but one copied to and answering machine. After repeating twice the phone company's message telling me they arnt answering comes on.
