Just got a call from this #, brand new cell phone account w/verizon, could this phone number have been in use before?

A collection agency named Simmons  masquerading  as a medical agency telling you they need insurance info from you .These people are bottom feeding sleaze buckets who buy up debts sometimes years gone by they flaunt the law and have lots of lawsuits pending against them
