This number is listed on a Quest/MCI bill.  In July, Quest was able to "block" our using 10-10-297 for long distance calls. We dialed numbers without 10-10-297 and received a bill for $594.27 wherein some of the itemized billing list of night-discount rate times with fewer minutes than day-full rate cost exceedly more; plus we had no notice or control of the 10-10-297 "block".  My husband called Quest and was told that if we immediately began calling "10-10-222" that would allow MCI to "accept" us as customers and the $594.27 bill minus $69 for actual service to have the phone in our home would be "forgiven and cancelled" and we would receive verification in writing of this within5-10 working days.  In the meantime, my mother died and we received Quest's August bill which showed our account to be delinquent and that our service would be disconnected on August 27, 2009.  I opened this communication on August 28, 2009 and service was still on.  We have been now charged an additional $219.30 and a call to the number listed in this query (319)-321-9763 is listed. The call was listed as being during night time discounted rate at 42 minutes for $96.70. We know absolutely no one at this number and have no business contacts to this number what-so-ever.  The computer search shows the number to be from a cell phone.  How can Quest and or MCI bill like this with no rhyme or reason to the long distance formula of full rate vs. discount rate and block our ability without notice or our approval of the 10-10-297 long distance calling option? How do you fight a call to an unknown when you are being jacked around with by the phone provider that seems to be pulling some type of bait and switch?
