unknown caller - harassing us with constant calls - hangs up - all hours of the day-they use different numbers on some calls but caller id show CTI

I do debt collection services for one of the many 3rd party debt collection companies on the Dept of Education Contract. CTI is also an acronym for one of the competitor companies. I wouldn't be surprised if these f****rs are using 4th rate skiptracing steps and getting a bunch of bad numbers.
**IF this is a debt collection company, follow these steps to ensure proper ammunition for a lawsuit:
-Be sure to keep track of the time when they call. Collectors can only call between the hours of 8am and 9pm your time unless given permission to do so outside of that time.
-Check to see if your state has a law against "Auto-dialers". If they do, you may be able to file complaints against the agency and sue for appropriate damages. (You can tell it's an autodialer if there are: multiple calls in the day with no response when you answer; short rings on your phone that may only last 1 or 2 cycles before the call stops; you are asked to hold while connected to a representative; etc.
-Send the company a letter in writing to cease all calls (telling them not to call is flimsy, a letter that you ensure has been delivered can be upheld in court as that company breaking federal statute should they call you again.)
-Keep track of the numbers the company is calling from. Each time they call and you're fortunate enough to get someone on the phone. ASK FOR THE COMPANY NAME. You *must* ask their "company name" specifically because the b*****ds will skirt a question like, "Where are you calling from" with "California" then hang up. They must provide that information (unless you're in New York City) upon request, if they do not and continue to call without disclosing their identity reasonably, that could be grounds for a lawsuit.

This number calls my house daily and hangs up on me when I answer. When I call the number back I only get a busy signal. My house number is on DO NOT CALL list and this "company" is harrassing me.

Ignored calls from this number numerous times ; picked up yesterday and after a pause I said "yes?" and he responded "is this (my first name)". I responded "do I know you?" he hung up. Note: my first name is not listed in phone books, only my initials.

Calls multiple times daily. Never did answer. Decided to answer one day and they hung up. The next night I answered again and someone said "sorry I have the wrong number". It shows up on caller Id as CTI

I received a call from this number, immediately followed by a call from a very similar number (323-545-9529) just seconds after I hung up. I ignored the second call, as the first caller didn't respond when I answered.

Called and asked for me by name. When I picked up, he asked it was me by my first name. I responded "yes", and he apologized and said, "I realized that I'm calling too late." He said goodbye and hung up. I used *69 to get the number, which is in Los Angeles. From the other comments here, it looks like it was a sales call; it felt like it might have been an attempt at a phone scam or a call to find out if I was at home.

They violate the Do Not Call law.
They called 6 months ago, even though I am on the Do Not Call list. I told them to not call again.
They just wait a few months and call anyway.

I received a call from this number at my home on a Thursday evening. I answered, "Hello?". Silence. I said again, "Hello?" again. The person on the other end responded by calling me by name, then said, "How are you?". Caller had a foreign accent. Impatiently, I asked, "What's up?" and the caller hung up. CTI on caller ID.

Called me by first name when I answered. Stated I expressed interest in past in trading in the market. I stated I was not interested. He asked why. I stated I was not interested and to remove me from his list. He hung up.
