always calls twice (back to back) but never leaves a voicemail

I saw the same "Intl Number" on the caller id today.  They didn't leave a message.

It's an international phone call and that's the local exchange number that pops up!

This is actually someone calling you from overseas. Whenever I get a phone call from friends or family in Europe or Asia, this is the number that comes up for some reason even though it is not their phone number and even though its a local american number....

called twice last weekend and again this weekend.  tried calling back to see who it was, but the voicemail was not set up.
