If that were a legitimate company, they wouldn't be spoofing their caller ID to show an invalid number. See http://www.fcc.gov/guides/caller-id-and-spoofing
And the caller ID **IS** spoofed. The first digit after a geographic area code MUST NOT BE A ZERO OR A ONE. That's because, in North America, until quite recently (and still in most places today), you could or can still dial a seven digit number if you are in the same area code. Dialing a "1" before a number indicates to the phone company's switch that there are either seven or ten MORE digits to follow AFTER the "1." So you can't have a seven digit number beginning with a "1" and also, as a consequence, a ten digit number with a "1" as the fourth digit.
Sorry. This caller seems to have all the indications of a scammer looking to collect personal information from people already down on their luck. Do you have any evidence to the contrary?

I also get calls from, 202-000-1111? As noted from other comments, it's some scam to gain info from us to use our ID.

Just got a call from this COMPUTER... Another stupid system starting to leave their message BEFORE the outgoing message ends. By the time my outgoing message ended, their computer was only repeating...
"To hear an important message from Phone Master, Press 1."
I didn't press 1, but am assuming since it identifies as an INVALID phone number, I'm left assuming it's some sort of Phishing Expedition trying to get suckers to press 1, then give personal info so the calling fraud can "borrow" your identity or verify that a human answered so they can start using YOUR phone number and info to continue their phishing trip while some without unlimited calling end up paying for the calls.
Invalid Phone Number identified on Caller-ID... One sign of a fraudulent call!
Fronting a PRODUCT name as their BUSINESS name... Another indication of an Identity Theft Phishing Expedition!!!
