Scam caller.
Alarm service telemarketer. Faked number, either by VoIP or Magic Jack, these 'tools' are trying to sell seniors on their "FREE" alarm system with paid monitoring (at more than 3X the cost of our local three companies monitoring services that are available from REPUTABLE firms).
Third world tele-terrorists.
