I received the identical message today, December 18, 2013, from a Justin Black of "The Dept. of Legal Affairs".  However the phone number was 213-289-0374.  It sounded suspicious and I did not return the call.

Got a call indicating they are from the Department of Legal Affairs.  Caller's name: Justin Black.  Stated that if I did not want to call back, to have my retained attorney called, failure to do so would turn the situation into a legal mess.  Tried calling the #, but there is not dial tone.  In deed a scam, In my opinion.

This is a criminal extortion scam operating out of India. They are making the calls utilizing VOIP and the names of legitimate firms to make it appear the calls are originating from within the US. There is NO "company" or "debt" and you will NOT be arrested. They are harvesting and/or buying consumers' personal identifying information and you need to do whatever you can to protect yourself. This includes: Notifying the FTC: https://www.ftccomplaintassistant.gov/, placing fraud alerts with all three credit bureaus, notifying your bank and employer and letting these criminals know you are aware they are attempting to extort money for a non-existent debt and have alerted the authorities.

The caller stated that they were calling from the Department of Legal Defense and that I better get myself a lawyer if I chose not to call her back. She stated that her name was Felecia Rosario and that I must call her back at 347-418 0445 or some type of enforcement action would be taken against me. She never identified a company or organization name, just the Department of Legal Defense. This was left in a voice message today! I just heard it and did not understand why I received the call from Ms. Rosario.

...and your attorney told you it was a scam, didn't he?  This would be a civil case (if you did owe money) and the threats will never happen.  The caller actually broke the law with the threats.

Was threatened with a warrant being put out for my arrest and to contact a criminal lawyer. Also threatened to freeze my bank account, revoke my drivers license and freeze my social security check.  Contacted my attorney with the information.

Claimed to be a legal assistant but would give no information who he worked for or what the phone call was about.
