SCAM. I received a call within 2 minutes of having my motorcycle for sale and he said the same thing (off-shore oil rig guy). Full-price, paypal account. Didn't want/need to see the motorcycle.

Got a text from "offshore oil worker" wants to buy my car without seeing it. Says he will send $21,000 via PayPal. Said he would "be adding extra $950 which you would help me send to my pick up agents via moneygram"
100% a scam.
