Being on the Do Not Call List only prevents telemarketers from calling. It unfortunately DOES NOT APPLY to bottom feeder debt collectors. Only way to stop them is by mailing return receipt a cease and desist letter. Make sure you also send a validation request return receipt or certified so to keep proof you've sent and they've received.

SOMEONE NEEDS TO PUT A STOP TO THIS PLACE CALLING PEOPLE. THEY MUST HAVE 20 NUMBERS THEY CALL FROM. I AM SO TIRED OF THEM CALLING, I DON'T EVEN TAKE FAMILY CALLS SOMETIMES. WE ARE ON THE DO NOT CALL LIST AND IT IS NOT WORKING.

These people keep calling my house at least four time a day 24/7. They are apparently with an outfit doing collection of some sort. They have no authority and permission to harrass people.

Even if the debt is owed, you can still send them a cease & desist letter by certified mail. If they don't comply then you sue them for violating the FDCPA.
If you have an Android phone you can download a program like Mr. Number or Call Filter (both are free) which allows you to block numbers - choose the "pick up hang up" option so when they call, your phone will automatically pick up the call and hang it up again! You'll never hear your phone ring and they won't have the chance to leave a voice mail. (Though NCO doesn't do that anyway, which is why I consider them to be harassing.)

ALWAYSr ecord every conversation with debt collectors. Inform them that you are recording., if they don't like it they can hang up and stop calling. Force them to abide by the FDCPA. Demand a letter of validation for any alleged debt. Refuse to pay any debt that is past the statute of limitation. If no debt is legally owned send certified letter to cease and desist contacting you. Research the FDCPA. File complaints against them with your state attorney and their state attorney, file complaints with the FTC. Sue for any violation of the FDCPA. Lawyers will take these cases on commission.

They called me and I don't even have an account with Capital One that they were collection from. Also, I have had my number for over 18 years. I know there was a bulletin out recently about people using info like this to scan people out of money. I believe this is the case.
When I told the guy that I didn't have an account with Capital One that he had the wrong person, he said OH. What professional says this?

Follow up to previous post.
NCO Fin Sys is a Collection Agency. I have never had an account with NCO Financial Systems, Inc. ("NCO", "NCO Financial" or "NCO Financial Systems").
The call is from their Collections Group. Most likely the person who had my phone number prior to me is in default. I recommend the NCO Fin Sys expedite the collection process for this person! I will not offer any assistance in helping them locate their customer who in default and I certainly will not share any of my personal information with them.
