Obviously an unwanted telemarketing call. Persistent. Please add them to do-not-call list. This telephone number belongs to Pacific Telecom Communications Group. They are a public utility who's business involves facilitating illegal telemarketing calls in violation of 16 C.F.R. §310.3(b) of the Federal Telemarketing Sales Rule.
