They call consistently....they mostly hang up but when they don't they say they can lower my interest rates on my credit cards. I asked them which card, they said the ones I have. I asked again which card or cards and they said Visa and MasterCard. I asked which accounts....I had them stumped. I said I was on the NO CALL LIST but it didn't faze her. I asked her not to call back but she said her company doesn't do the calling. It comes from a 3rd party that forwards the calls to whatever card company is next in line. It is surely a scam.

I need to make a slight change in one of my previous posts.

I still believe that a lot of those identity thieves and fraud artists are meth amphetamine users, but I also believe that The Russian Government could be participating.

A lot of the SPAM that I get comes from the .ru address.

It could be that they still are pursuing their dream of world domination.

Received another one of these calls approx. 9:30 am this morning, Caller ID said: Credit Services #360-633-9001. We haven't rec'd calls form this so-called business for awhile. What is interesting is that recently we have had an increase in not only calls of this type but junk mail commonly referred to as 'firm offers' to our home. I discovered much to my dismay was one reason for this increase was because we recently went to our bank to re-finance our house. They do a 'credit report', and when they run a credit report, you are basically giving the three major credit reporting companies permission to sell/rent whatever your name, address & telephone to credit card & insurance companies. The reason I figured this out was on the back of one of these offers, under the Opt-Out notice, all three of the credit reporting agencies were listed with the instructions to either call this one 888# or to individually write to all three companies. I called the 888# and we still had to wait for paperwork to come via postal services for us to sign in order to opt-out.

Recorded message from Card Services to lower the interest rate of my credit card. I pressed #1 key and when a representative replied, I screamed my head off and hang up. This is my revenge to those con artists.  You should do it.

I get the same recorded message from Credit Services always from "Heather" from different numbers. The messages use to come from a Florida number and I'm pretty sure the Attorney General shut them down due to the number of complaints they received. It looks like they moved their operation to another state. They also call about car warranties. They are a scam so don't do business with them they are trying to get your credit card information.

This is a company that wants to give you a better interest rate when I stayed on the line to tell them not to call anymore the man hung up on me I have reported it to the Do Not call Registry since I have been on there for ever!! What is the point of having a do not call registry if it doesn't do something to ones that violate it?

Called and told me they were from Visa and said because I make my payments on time, they could lower the interest rate to 6.9%.  I told them I had just spoken to Chase and they are not lowering interest rates for anybody.  who are they?  She then said with various companies: Bank of America, chase, etc. and how much was my credit card balance.  I told her that if she really was from my credit card service dept. she would have that info in front of her already and I wasn't giving it to her.  I repeated that Chase is not lowering interest rates and that I thought this was a scam. she hung up.

Pre-recorded message offering to lower my credit card interest rates and instructing me to press 1 to speak to someone. Did so and got someone with poor English (Indian maybe) who claimed they were calling on behalf of Mastercard/Visa. When I asked which credit card they were calling about they listed Bank of America, Citibank, Chase, etc. They said that since I was such a good customer, etc. they could lower my interest rate. The said that I had a credit card balance of over $3000 on which I was paying over 10% interest. When I told them that this was incorrect - that I owed nothing to any credit card company, they hung up. I called back and got a recording that said I could be placed on their do not call list by pressing the number 2.

I thank all of you who take the time to update these phony numbers.  Makes my life easier ... makes me laugh (re: Bob:  "I was just getting warmed up."  I think we should all come up w/ phony card numbers and security numbers, etc., and let them waste their time trying to "run" them.  But, ultimately, it's easier to not even answer the calls if you have caller ID.

Annoying calls received.  Always hang up if machine picks up.  When call was answered the caller spoke very poor english.  Claimed he was from Bank America and wanted to lower my interest rate on any visa or mastercard with a present balance over $3900.00.  When I asked him what account he was calling about he stammered and did not give any additional info.  When I told him I didn't know what he was talking about he hung up.  I called the phone number displayed on my caller ID.  It was answered by a a/m msg thannking me for my call and instructing me to press # 1 if I wanted to be put on "Their Do Not Call List".  Definite scam.

Companies Sued For Credit Card Interest Rate Scheme
Consumers warned about telemarketers' claims of immediate savings

James Limbach
ConsumerAffairs.com
November 10, 2009
Illinois Attorney General Lisa Madigan has filed suit targeting a telemarketing scam that promises to reduce consumers' credit card interest rates immediately, but ultimately fails to achieve any savings for consumers.
"During these difficult economic times, consumers are understandably looking for ways to ease the burdens of rising debt," Madigan said. "But I urge consumers to be wary when solicitors try to make tempting claims of 'immediate' savings. In such cases, the schemers rarely deliver and usually leave consumers in an even worse financial situation than before."
Madigan filed suit against Priority Direct Marketing International, Inc. (PDMI), a Bedford, Texas-based telemarketing firm run by its President, William Fithian, and Advanced Management Services NW, LLC (AMS), a Spokane, Wash.-based firm owned by Ryan Bishop.
The suit claims that the two companies work in a concerted telemarketing scheme to solicit and enroll consumers in deceptive debt negotiation service agreements that promise to immediately reduce consumers' credit card interest rates, with a guaranteed savings of $2,500.
PDMI and AMS telemarketing representatives allegedly promise consumers that the companies will negotiate with consumers' credit card companies to lower interest rates, and will provide full refunds if they are unsuccessful.
After consumers agree to enroll in the program, the telemarketing schemers allegedly charge consumers' credit cards for set up fees ranging from $391 up to $1,590, the suit contends. The defendants allegedly tell consumers that these fees will be reimbursed at a later date by the consumers' banks. Only after consumers' credit cards are charged for the setup fees do they receive any documentation on the program's terms and conditions, which on several points, contradict the telemarketers claims in their sales solicitations.
Specifically, PDMI and AMS misleadingly claim that they can guarantee an interest rate reduction for all customers or provide full refunds in instances where rate reductions are not secured. When customers have requested refunds, after the defendants have failed to negotiate any interest rate reductions, the defendants allegedly refuse altogether or give refunds minus a non-refundable $199 fee that was not disclosed during the sales pitch.
Madigan's lawsuit charges the defendants with violating the Illinois Consumer Fraud and Deceptive Business Practices Act by misrepresenting the services they provide to consumers and the effects the services will have on consumers' credit.
The suit asks the court to enter a permanent injunction barring the defendants from engaging in debt settlement in Illinois and to order the defendants to pay restitution for complainants, civil penalties of $50,000 for violating the Consumer Fraud Act, and an additional $50,000 for each violation committed with the intent to defraud.
Madigan advises consumers looking for legitimate financial assistance to consider credit counseling services that charge modest fees and provide true financial and budget counseling based on a consumer's personal circumstances.

I received a call from this number on Tuesday, April 19th.
The recorded message offered to lower my credit card interest rate by pressing 1 & talking to someone or to not receive future calls by pressing 2. Upon pressing 2 a person came online & asked if I pressed 1 to lower my credit card rates. When I started responding that I'd pressed 2 to stop the calls he hung up on me.

My question is WHY am I receiving these calls if my number is on the National Do Not Call registry? I don't have problems from any other such calls.

I got a call from them, noticed it was from Silverdale, Wa. on my caller id. I don't pickup unless I know the person. a recording mentioned something about lower rates. I hung up after hearing the message. My phone has Comcast Digital Voice with call blocking. I pressed *60, then 2, entered the number, #.  End of that number bothering me ever again. I know you are tempted to call it back but unless you block your number from showing when you call them they count you as a success and will continue to call. Also, some of these phoney companies, as mentioned before, used different numbers including ones with your area code. Don't be fooled. Don't pick up or engage them in any way. Block them. If you really are curious about the company and want to call them, use *67 to block your number showing up on their caller id. And, this is obvious, but NEVER GIVE OUT ANY INFO TO THEM.

I've gotten calls like this for seveal years.  The first was by a live person.  Almost fell for it, but then asked for a call back number and a contact name.  The number was for BoA and when I gave the person who answered the name the guy had given me, I was told that that was the name of the CEO of Bank Of America
