It is better to file a complaint with the do not call registry, if your number has been registered with them for 31 days or more -- and yes, you can register cell phone numbers with them.
Especially if it is a text.

An unsolicited text message sent from wermp3.com. Their "opt-out" process involves you subscribing to their service and downloading music before they pay you $1.35 to "compensate you for your troubles". I recommend not communicating with them or using their service at all, better to not let them know you exist.
