Said they were card holder services and thanked me for prompt payment and offered to lower my credit card rate and they were from Visa Master Card. I just hung up. I find that most of these automated calls are phony and just hand up. Would not even talk to them. If they were really from my credit card company they would ask for me by name and tell me who they really are. On my caller ID it only showed the phone number that is a dead give-a-way to a telemarketer.

It's a fake number. If you dial it, it doesn't work.

Picked up this call, asked operator who they represented and they hung up.

They say they are "Card Services" assuming that I would jump to the conclusion that it was a call from a company I already have an account with. They congratulated me that because of my credit history, I qualify for a lower rate. When I pushed for information, they finally said, "We are not affiliated with any bank you currently have an account with" (or something close to that).

It appears to fit the classic description of phishing.
