The Oxford Capital Recovery that Marcus Tovar works in is located @ 1075 Peachtree Street, Northeast Level 36 Suite 3650 in Atlanta, GA 30309 Their office phone number is  (678) 343-8842 and their website is http://www.oxfordcapitalrecovery.com

Mr. Marcus Tovar is a real worker, however, he has very poor professional skills.

I kind of feel like he was trying to steal money from me. Today I called the loan company "Universal Guardian Acceptance" (UGA) to get the number and contact information for Ridgecrest Consulting (the party I got the services from. ) so, when I called them I explained to them that I cancelled out the account and they verified to me that it was indeed CANCELLED. In other words the loan company(UGA)  should have been refunded.
Therefore, I should NOT be getting calls and/or emails from Marcus Tobar.

He sent me emails saying that I needed to make a payment arrangement, but yet he never once gave me the contact information to the people I need to pay.

This Marcus Tobar is calling me too about some loans from a place called Rich Crest in Missouri, which I do not remember even agreeing too. It "might" be legit. I've asked him to email me the details of the loan agreement which he sad he will do, but he has still not emailed me as of yet.

I feel like the least he could do is send me the appropriate information to verify the actual loan agreement. It reply pisses me off to get phone calls from a person who doesn't know how to do their damn job!

His attitude is very unprofessional. When, I told him I do not remember taking out a loan from Rich Crest he replied in a smart-a** tone "How could you not know about this agreement? It was two years ago and we have your social security number and we have your relatives information, also --so this can't be identity theft."

I would have believed that except I've actually been a victim of identity theft in 2010. My ex-lover stole money out of my bank account and he also looked in my phone and stole my mother's number. After I got tired of his drig addiction and broke up with him he was calling people in my phone. He had spoken with 3 people in my phone which called me back and told me. I called my mother and asked her if he had spoken to her and she said yes and stay away from him because he is up to no good.

If my ex-lover can get his hands on my family's information, then there is no reason why I should trust a person I never met over the phone.

So, Mr. Marcus Tobar until you send me the loan agreement you can kiss my a**. I might just wait until you garnish my check just to make sure you have that type of authority.

This Marcus Tovar took it to a new level today. After spending weeks bombarding my home, cell, and direct office line with borderline threatening voicemails about a "case" (that he won't leave any details on) he called the main line of my office today. He got a naive, unsuspecting coworker who willingly gave him way too much detail about me and our company (he brazenly asked for my supervisor, how to spell his name, and our fax number.) This is AFTER he told her WAY too much personal info and basically gave her the whole story about everything. This entire time, he's been telling me he works for Oxford Capital Recovery, but today he told her he was with Michael Steinberg and Associates (which is a law firm out of Florida.) Total lies and strong-arming.

I had her transfer me to him the second time he called this afternoon, picked up the phone, told him "This is a business line and you are NOT allowed to call here anymore. Do not call here again." and hung up on him. I am also sending a certified letter to Oxford that again instructs him to NOT contact me again.

I have also just filed a complaint with the Better Business Bureau regarding Oxford and Marcus' antics.

Marcus Tovar misrepresents himself and is using illegal collection methods. The company he works for is Oxford Capital Recovery according to his Lixkedin account. Their phone number is 1-888-625-0045 should you wish to lodge a complaint to the company he may or may not be working for.
He has even threatened to send private investigators to the individuals place of employement.

He only uses his cell phone so he may not even be an employee of Oxford Capital Recovery.

We have submitted his illegal activity to an attorney and the BBB.

Marcus Tovar emailed me at my business address and said he expected full cooperation with an investigation that I am subject of. Email signature block said he is with Oxford Capital Investigative Services. Also had this phone number to call him.
Whatever. Dude couldn't even get my name spelled right....

This guy Marcus Tobar said he was a investigator for Los Angeles County and wanted information from me regarding a civil case in Los Angeles County against my company. I belive Marcus Tobar is part of a criminal organisation stealing money from people.
