I'd like to just add a correction to what you posted - the individual calling people to extort money is NOT a police officer.  Not only is he scamming people, he's also violating federal law when he says he's an "officer of the law".

If he say that he's an officer of the law from a state other then yours, it's a scam. Even if he's telling the truth, he's wrong for directly calling you because he's out of his jurisdiction. He's not suppose to talk to you.  I blocked his number with an app. I suppose to store unwanted voicemail & text. Haven't heard from him since. Just worried about what he'll do with my address.

?Contact your creditor. If the debt is legitimate ? but you think the collector may not be ? contact your creditor about the calls. Share the information you have about the suspicious calls and find out who, if anyone, the creditor has authorized to collect the debt.

?Report the call. Contact the FTC and your state Attorney General's office with information about suspicious callers. Many states have their own debt collection laws in addition to the federal FDCPA. Your Attorney General's office can help you determine your rights under your state's law.

Same thing happened to me. The guy sounded black. The number was different though but same area code & same situation & same conversation. Said if I don't cooperate, he'll pit out a warrant for my arrest. If i do cooperate, he'll put me on a program to text him my name everyday & community service. He said my fine is $900. And this started with an app called Chat Me.

A "real" cop doesn't work in debt collection, nor does a "real" cop call people and threaten them with jail if they don't pay some bogus debt.  "The deal" is that "Officer Rivera" is simply a con-man - a scammer - attempting to scare people enough that they'll pay him money to make him go away.

That's complete BS.  Law enforcement is not in the business of debt collection.  Also, debt is civil, not criminal -meaning you can be sued if you default on a debt, however, you CANNOT be arrested or jailed!  Nor can you be "extradited".  Your caller is a scammer.  Please do report him to the FTC, FBI and your state's Attorney General.
