It's still a scam. It's telemarketing. When Duke Energy wants to call our business, they will. When Teleffects or some other telemarketer calls, they will be dismissed. All telemarketing calls are harassment. None of them are legit.

It is true this is called outsorcing and thank God this companys are here in the states, a lot of big companies hire third partys to do their calling efforts. I use to work for one of them.

UPDATE: I called Duke Energy on 9/21/10 and spoke with Shay in their Business & Industry Dept (can't remember if that was the exact name of the dept, but close enough).
She DID confirm that Duke Energy contracted with Telaffects as of January 2010 to conduct telephone polls with businesses regarding energy use. So, not a scam - who knew?

Caller ID came up as "Telaffects"
Caller identified herself as with Duke Energy and asked to verify our address, which she then read to me. She said they were doing a survey of business owners regarding building practices that may affect our energy costs, then began asking me questions regarding lightbulb use, thermostat use, etc.
I told her that the person she needed to speak with wasn't here; she said she'd call back in a couple of weeks (which gives me time to look up this number and company).
I haven't found anything about Duke Energy conducting a poll such as this. They have used Gallup and Frederick Polls in the past.
I have read on another site where a person is waiting for this company to send them "free" energy-saving lightbulbs, which smells of scam to me, but I'll continue to research this.
