To those who sent "Cease and Desist" letters:  If you sent it, not naming phone contact, but just paper contact, they can still call you. You have to name both clearly to have it go into effect.
DNCR: This does not apply to them because you have a contract with them. If you do not and you do call back... that opens the door for them to be able to call you. That is for anyone, that calls and leaves a message, any business, telemarketer, anything.... DO NOT CALL BACK. They then are bound to not call you according to the law.  A CREDIT CARD IS A CONTRACT. They can and will call you, call you as many times as they want, 5 or 6 times is a limit per day in some areas.  They want the $$$. Some people can not afford bankruptcy.  If you find yourself on Social Security, they can not attach with a judgement any of these funds if this is your only and sole income. Just do not deposit anything else, even that "Christmas $" you got from someone. That shows as extra $$ in your account and they can attach what ever amount they want.  CALL for information for the state you live to find out the particulars in your area.
Good Luck.

they call at least three times from this number 30 minutes apart.  They are NCO collection agency.  Sometimes they answer but usually the don't.  What is interesting is that at first they were all out of state phone calls.  Some numbers were 866 800 310 513 but they were all NCO  Today I started getting 480 which is my area code.  These people are cutthroat, ruthless and will stoop at nothing to annoy you.

You actually have to write them a letter telling them to stop calling you.  If you look it up on google "collection agency harassment" some links pop up informing you of the rights you have and what you can do.

Trust me, it is impossible to stop these calls so change your phone number. Once I did in fact actually talk to a human at NCO and they said sorry, these calls will keep coming until you pay your bill (what bill, I'm not past due with anyone) and I said, oh yes you WILL stop calling and their response was there was nothing I can do about it so I told the idiot that I was changing the number....the calls stopped.

I do have a capital one card that is over the limit.  I sent money into capital one and these ppl keep calling from many different numbers.  I usually just let it go to voice mail but i picked it up 3 or 4 times to tell them off but they never answer this is a piss poor way for anyone to do business.  I refuse to send any money to them from everything i have read about them.  They quit calling for about a week when i sent some money to cap1.  Now the calls start again.  NCO sucks!!!!!! AWFUL service!!!!

These people call at least three times a day, today was 8:42am, 7:14pm , 7:35pm.  They are not calling for me, but they won't stay on the f***ing phone long enough for me to tell them that they are never going to get the person they are calling for.

I just got this number this month. I do not know who it belonged to previously, but this company continues to call me and harass me by not saying anything when they call. I want this to stop. I called them and informed them that this is a new number issued to a new customer but they still continue to call me. How do I stop this?

I spoke with them calmly and rationally and informed them that they had the wrong number.  They asked if that they had actually reached the number they dialed, confirmed that I wasn't the person that they were looking for, apologized and said that they would never call back.  Guess we'll see if they actually live up to that.

I think everyone who is being harassed should call N(azi) C(ollection) O(rg.)    5 or 6 times a day and when they answer don't say anything.

I keep getting calls from NCO, but they are starting to come from different numbers and area codes now.

They never leave a message....but they WON'T stop calling.

I have NEVER had a Capital One account, and I have never used "Bill Me Later" -- both of these things I've seen posted on sites about why NCO would be calling.

I wish they would leave me alone!

mulitiple calls everyday from this and other NCO numbers. I couldn't even say how many calls a day they make. Usually no message is left, but occasionally they leave a scripted message, "This is an important call from NCO financial. The law requires us to inform you that this is an attempt to collect a debt." Well, I'd think after several calls a day EVERY day, that message isn't all that important anymore. Pure harassment.

We started getting thes calls two weeks ago and they call everyday 6 times a day.  They don't say anything whether we answer or let the machine pick it up.  I looked up the number on WhoCallMe and saw that it is Capital One.  We don't not have a Capital One account and we don't owe anyone anything so we don't know why they are calling our number, but it is getting very annoying.

Companies are faced with the common challenge of finding ways to prompt seriously delinquent customers to make payment before they are charged off as bad debt and collect the full balance after write off. NCO's third-party collection service imparts a sense of urgency upon seriously delinquent customers during these periods, reducing net write-offs and the cost of collecting after charge-off.

Most important is the timing, sequence, and breadth of effort NCO applies to your portfolio. With the right data supplied to us at placement, NCO can locate and collect from the greatest number of previously uncollected accounts. The best way to achieve this objective is NCO's method: concerted calling campaigns supplemented by automated skip tracing and third-party notices.

Our strategy ensures NCO contacts and collects from the highest percentage of customers, translating to the greatest return and highest value for our clients.

NCO utilizes the following proven strategies to drive collections results:

   * Initial Data Scrub and Scoring
   * Telephone Interaction
   * Collection Letters
   * Credit Reporting
   * Skip Tracing

Gotta love this, it all sounds nice, but obviously they are real morons.

I also got a call on my mobile from this number. They must be the ones calling my office line (no Caller ID there). I may owe Capital One, but I'm current on my bills. No need for collections on me. I think I went over my limit once in the past 6 months which I took care of via their web site.

If this really is Capital One (or related company), I *WILL* close my account when the card is paid off.
