I got a got form this number also spam they kept calling

This number called my phone. I have no idea who it was, if they could speak english,  talk in a voice loud enough to hear, and slow down, I'm not a speed listener.
     If callers would do this we could communicate!

Called my cellphone with in the past half hour.  Did not leave a message.  This is a new number to me so not sure if looking for previous owner or if its a spam call.
