they called at 8:19 pm. i'm busy with my 3 kids i'm not answering!!!

I checked out where this # is at and also the 416 422 0038 # and they are in Canada..........City= Toronto.......Province=Ontario............Country=Canada
Rather annoying when the phone rings and the person at the other end hang's up when phone is answered,can these calls be blocked please ?

called, did not leave message, I called back, 1st time they were talking in french, second time in spanish.
