Yes. Citi uses Collection Agencies, but have strict auditing on those that purchase debts from Citi. These auditors are constantly reviewing the practices of the many of the agencies that Citi sells accounts to.
Citi isn't the "cleanest" company out there, but I'm surprised to see that they do the level of auditing that they do.These folks hold these agencies to standards.
Now, of course, many of these agencies will keep many accounts out of view, so you may incur a bad experience with an agency collecting on a former Citi account.
If this happens to you, you should file a complaint with Citi, not the Collection Agency. Write a letter and address it to Citi Corp's CEO, Vikram Pandit. I gurantee that you will get a prompt response on what Citi is doing to keep Collections practices within the law, and what Citi will do for your case. Most likely, Citi will assign your case to a representative of their "Presidential Unit." This is a team of folks whose primary function at Citi is to handle disputes against Citi. They are not lawyers, but they work closely with Citi's legal team to handle your case appropriately. You will be assigned a specific worker to handle your case.
Granted, you should do your best to pay any debt owed. On that same note, debt collectors are required to follow the law when doing their job.
Citi actually has many, many programs to assist clients that have difficutly paying their debt. Talk to a Citi Rep to see what they are willing to offer you, before you let your account get sold to a collection agency. You might be surprised just how far Citi is willing to HELP.
So, after all that.... SCREW ARS. They are a horrible company. I don't expect them to stay in business much longer once the 3 class-action suits are handed down. Unfortunately, they will most likely resurface under a different name.
By the way, ARS also handles a lot of CAPITOL ONE accounts too.
Good luck to you!!

Yes, these idiots call. Yes, you want it stopped. Tell them to remove your number as you are not who they are looking for. Of course, this rarely works.
I laugh out loud to all the idiots that post comments on here stating, "Do not ever call this number again!", or " ny law do not call home ok."
People, THIS website has NOTHING to do with the bottom-feeders calling your number. This is simply a forum to note what you have experienced with the number that called. You are barking up the wrong tree.
Idiots, just as stupid as ARS!

Believe it to be an collection company. A female computer voice simulated asked the following questions #1 Is this (name)? NO #2 Can (name) come to the phone? NO #3 Does (name) live at this number? NO then it hung up.

"Account Representative"....LOL, really you are a putz. You either work for these illegal bottom-feeders or you're stupid enough to call them back and give them money that you don't owe. Moron.

Receive at least one call a day asking for a name similar to mine but not me! I called the 419 number back, told them they had the wrong number and asked that it be corrected. I guess I will know in a day or so if it has been.

They've called every day for two weeks for someone who doesn't live here. I called the number they left 800-999-9095 and a distressed small business owner told me that this company has been giving out his # as a call back and he has no idea who ARS is.
Smells like a SCAM!

callingondischargeddebt: is giving good advice, though your damages are limited to 1000.00 under the fair debt collection act; though attorney fees are compensable. it is a BIG hassle for you, instead of engaging them with thoughts of "suing them big" just do not get invloved,. you do not want to go through hell for a 1000.00 ( even if you can proive the broke the law and "win"

I got a call from this number- msg states they're ARS, and I should call 800.909.9095 and left a reference number and stated that we need to discuss this matter asap. I won't be calling them back. It is a debt collector, and I don't have anything for them to collect... and I can't be bothered with nasty, lying folks in my life right now. I've got too much other stuff going on, like trying to pay my rent and buy food. I just wanted to make sure I posted the other number(s) for you guys. They use quite a few of them, and as I see them, I will post those as well. They have a new tactic where they also use numbers that will come up on your caller ID with your 'local area code' as well. So be on the lookout for numbers you don't know.

Some folks have referenced bankruptcy discharges that these guys are calling on. If you have received a bankruptcy discharge - it comes with an injunction - an order directing people not to attempt to collect against you for discharged debt. Track down your bankruptcy lawyer (or any bankruptcy lawyer) and talk to them about filing a lawsuit against them for violating the injunction. Take good notes of the calls and the conversations.

6.23.2010 ARS (Associated Recovery Systems) Div of ARS National Services, Inc., www.arsnational.com, speak w/ Account Representative by calling (800) 456-5053, found locations in Holland, OH, also serveral in CA. See other complaints registered at www.ripoffreport.com, you can also post your own complaint. In my case this is in regard to Citi Business, on an acct Citi totally screwed up but I'm finally getting action once I contacted Askciti on Twitter...go figure. In 2004 California filed a class action law suit against them for underhanded business practices. I told ARS to send the case back to Citi and never call me again

This is a collection agency. I want to provide some free and valaubale advice.
If a collector or anyone at all, calls you about a debt, whether it has been discharged in BK or not, or it is not yours, and worst of all, is your debt from a LONG time ago, maybe even past the statute of limitations.
DO NOT EVER ACKNOWLEDGE THAT YOU OWE ANYONE ANYTHING.
do not offer to pay 10 a month , ndo not ask them to send copies of the "bills", do not do engage them in any way.
many low life companies BUY debt information or simply get it from BK court records or your own credit bureau report.
EVEN IF IT HAS BEEN DISCHARGED, or the statute of limitations has passed, if the collection agency can get tyou to acknowledge the debt, YOU then restart the clock on the styatute of limitations, or if the debt has been discharged, you now have "offered" to pay the debt, and they can now sue you in court, get a garnishment etc.
Simply do not converse with them, they know all the tricks; you don't

419-491-4100 This number calls constantly, asking for people who do not live here. My wife and I have both told them that the people/person they are looking for do not live here and to quit calling. But wouldn't you know it a few days later they call back (a different person though) and again we tell them the same but they just dont seem to get the hint that the person they are looking for does not live here! When you ask them their name they wont tell you nor will they tell you the name of their company. If you call the number they called from back it is always busy...

They keep calling my house asking for "Heather". I don't have anyone in my family named Heather, nor do I owe any bills that have not been paid. I went to their website "www.arscollections.com" and requested that they not try to contact me anymore.

Received two calls from ARS but since I do not recognize the number, I will never answer their call. My attorney told me to track their calls for litigation under new federal telemarketing statute regarding auto dialers. I hope they keep calling, I could use the extra money.

We've gotten a call from this number several times in the past few days. When the phone kicks over to the answering machine all we get is a dial tone. It's annoying especially since we don't have any dept or are late on anything.
