It's very fast and easy to submit a complaint online. I complete one every time I receive an unwanted text message or phone call.
If nothing is done, these telemarketers/e-marketers, etc will just keep on doing it.

This SMS said "Please call 877-891-9915"
The (outsourced) operator asked for my "first and last name" which I did not provide.
I asked her to "please identify the company or person" responsible for the SMS and "how they got my number".
She replied "I don't have access to that information".
Then I asked what they wanted and she said "This must be in regard to the WALMART $200 REBATE OFFER" .
I immediately hung up on her and sent a "STOP" reply to the SMS.
