As of 07-10-2012 it is Frank Nicely, a candidate for the Tennessee House of Representatives, talking particularly about the Second Amendment.  No idea if this is a general, for hire, calling service or just during the campaign.

I have gotten calls from this number for a few days. It's some Tennessee Republican robo call. There is no option to be removed from list at the end of the politician's pitch. I called the number and some kids answered. He truly sounded like he had no idea what I was talking about.
