I haven't yet compiled a list of numbers like wierdo, but I think these are actually medical debt collectors. I started getting robocalls from Rachel and Kelly as well as about some kind of stimulus program after I complained to the FTC about finally getting from a human who told me they didn't have to comply with the FDCPA so long as they didn't give their name and only said they were the medical provider. Turns out the robocalls also violate the CanSpam Act, but the FTC delegated enforcement responsibility to HHS's Office of Civil Rights, which justifies nonenforcement because it's been zero budgeted. BTW, I didn't pay a medical bill supported by altered electronic medical records, which is against the Hi-Tech Act. The medical entity's been sanctioned by DC courts for records alteration, but it apparently still does it as part of its self-insurance strategy. Ditto with my insurer, which diagnosed me with a condition shortly after I signed on (so it becomes a preexisting condition and limits switching) and then only offers treatment with known ineffective drugs and only puts providers such as record-alterer on its approved list if they also lack expertise. When I complained, they bragged about their clout with "all regulators" and that they "always win" because the "just pay off the lawyers", suggested I get other insurance or pay out of pocket, fired all 3 in the office which allowed me to see my records (both entities insist that only prepaid paper records are legal and stressed the employees behaved unethically because their primary duty is to the shareholders even if electronic records access is the law), and raised my rates three times within one year. Sure enough, HHS OCR, MD and VA all whiffed. Like the FTC on these robocalls. Just before the election they posted that they were shutting down the Card Services calls from Heather and Kelly (just google) Methinks the robocallers found political business more lucrative for a while, for the robocalls resumed afterward, and now they just seem to eliminate the supposed woman introducing herself at the front.

Absolutely right. Do not answer calls from unfamiliar numbers. Picking up only confirms that yours is a working number. Pressing any number to 'be removed from their list' (which never works) or to 'speak to a representative' also confirms to these scammers that yours is a working number. JUST DON'T ANSWER. If the robocall leaves a voice mail, then you'll know it's a scam and you can add them to your phone's address book under SCAM or, if you have that capability, you can block the number. If no message is left, come to a forum like this, plug in the number, and you can see if it's a scam or not.
Last, but not least, REPORT ALL THESE SCAM CALLS to www.donotcall.gov.

You can't stop these kinds of illegal calls. Don't pick up. let it go to answering machine. If you have a caller I.D do not pick up, it only serves to inform them that yours is a working number. There is nothing you can do, this person who is bilking millions from these scams has been fined and baned from certin states, he is not going to stop, so please just don't answer.

I have repeatedly received calls from this & other co's. Uusally they do have an opt-out button to press, yet they stopped doing that. When I pressed 1 to be connected and they asked if I wanted to sign up, I said "NO, I WANT THESE CALLS TO STOP!" they hung up on me!! I then just called back the # & pressed 4 to opt out. Their message on my voicemail is the last part also. AAARRRGGGHHH!

I dont need money But if they want money from me I will be glad to look for some with them as I haven't found any yet !!!!! Perhaps if they would get a real job they would not have to bother people. Forwarding these numbers to some recording is useless - human on the other end will never hear it. All these numbers are dialed by computer/modem and computer hangs up on voicemail/pre-recorded messages.

I understand the temptation to forward such calls to government agencies, but it really is a bad idea. Believe it or not, people have been arrested and charged with "interfering with a government office" based on similar telephone hijinks. Let me give you an alternative approach that is just as effective, and will not carry any risk of unintended consequences.
Go to www.google.com/voice and create a free Google Voice account. Record whatever "Official Greeting" you like, and forward them to it. Or, record an intercept message for them - I've linked some samples below.

Comcast has selective call forwarding... I put these #'s in the list and send them to the Federal Trade Commission. If they can't stop them they can answer the calls. It also gets you off of lists pretty fast.

I politely asked the rep on the other end to not call us since I had already gone on the do not call registry twice following their calls and the calls are still coming. He called me an expletive and hung up on me. Is there a recourse to this unethical and illegal behavior?

She says "Are you interested in lowering your credit card rates?" I say "No, I'd like to ask you to remove me from your calling list. CLICK What REPUTABLE company won't remove you ...it's not like I owe them any $. I call back and ask for a representative but NOW they're too busy to take my call. I left a curse filled message calling them shady mf'ers. Can you tell I'm pissed?

*WE* use Pay-as-you go phones because we only use them for 'emergencies' and convenience while we are away from our LAND LINES. We save LOTS of money this way - more like $15/month rather than $50-100 that the monthly plans cost.
Don't push for "solutions' that cost REAL AMERICANS (No, we are not "Indians" NOR do we 'spam' ANYONE)
More of their hard-earned money. Not everyone who uses these is 'evil.'

Caller ID said "California" and this number. Suspected it was SPAM so picked up/hung up to break call. Glad I did, although If they played their recording (ILLEGAL) that would be one more 'strike' against them with the DNC List complaint form. Which I will fill right after this.

Keeps calling office phone, know its a scam since it comes in on a line that is not used. Comes up as either Card Services or this time it said California.
I have reported over & over. All numbers at office are on the DNC so sick of these bogus calls

Yep. We got the identical same thing. Rc'd a call on Dec. 12, 2012 at 2:17 pm EST from (424) 273-2022 (CID read "V12171417310052"), Message on the answering machine was in the middle of recording "...last chance...about stimulus".

Even if you press 2 to be removed they will still call. I talked to someone and told them to stop calling . . . they said "F U. We will not stop calling." File a complaint with the Attorney General.
