It's a way to validate phone numbers. When you call scammers back, you only get on more sucker lists and get more junk phone calls.
Do you work for them, or are you just ignorant, or both?

if you call the number back, they have an automated call list removal. It asks what number is calling you and then asks you to put in the number that was called. At the end it states to please allow 24-72 hours for removal.
