This phone number belongs to a public utility named CallerID4U, Inc., which is run by Paul Maduno and Luis Martinez.  They have entered into revenue sharing agreements with telemarketers who make illegal unsolicited telephone calls.  They profit directly from these outbound unsolicited telephone calls.

This appears to be a clear violation of a number of laws, including 16 C.F.R. §310.3(b) of the Federal Telemarketing Sales Rule.

Received a call.  From "winner".  Regarding a free security system.  I invited them to come meet my 4 security systems.

NDNC means nothing to this scum.  Let's just invite them over to meet my "home security system!"

Unsolicited phone call from this number on 7/7/12. This is a new number for the same company ["Home Security Network"]. Prior calls came in from 253-245-2026. Company is purporting to give you a GE home security alarm system for free, with free installation, that includes a Life Alert button. Any question you ask them will be immediately followed by them hanging up, ending the call. This is the 4th call from this company in the past 2.5 days. I suspect they're trying to scam older folks for money to monitor the system they're supposedly installing for free. Verifying your phone number be placed on their "do not call list" probably makes them call even more, but perhaps changes the number and area code they call from.
