YES IT IS A SCAM  No legitimate Lottery or Sweepstakes will send you a check to pay taxes and fees with. Those are taken from LEGITIMATE WINNINGS before you receive any money yourself.

THE CHECK ITSELF IS THE RED FLAG!   IT BOGUS!
the reason they want you to call first is so they can line you up to steal your money.   they will tell you to deposit the check and WIRE MOST OF THE MONEY to someone else to pay taxes and fees with before the check bounces!

WIRING MONEY IS THE 2ND RED FLAG! Never wire money to people you do not personally know!  


They know the bank will release the funds in about 7 days, but it won't officially bounce for about 2 weeks.   Once it bounces - YOU OWE THE BANK THAT MONEY  and can be arrested for passing bad checks!

If you don't believe me - take the check to your bank DO NOT DEPOSIT IT!
ask them to verify if it is a valid check first!  
They'll tell you the same thing!
