I got a call from this number, saying I completed a survey for a bank, and can get a 100 dollar gift card. After asking to be taken off the call list, they avoided it so I hung up.

I didn't answer when they called. From what i've found out they are telemarketers. If you ask them to take you off the call list they won't. Easiest thing to do is not answer. Until someone gets a lawsuit against them for harrassment.
