called and called-  did not leave a message - how rude and unprofessional

I got another call from this # today.  After my machine picked up, I heard what sounded like a "boilerroom"...lots of voices, but no one spoke to my phone at all.  do these companies not realize that people screen call anymore and that to not leave a message guarantees no response?
