Just called me too. Report the number/call at the FCC site as an abandoned call. If you are registered with do-not-call the FCC will help stop the calls. The FBI sent me an email and directed me to the FCC after I started asking them for help regarding a New Jersey number that kept calling. I believe the FCC does the enforcement. Do-not-call registers the complaints for record purposes. Here's the link:

Maybe what the DNC registry needs is an option to tell them that you don't want to deal with surveys regardless of their loophole. Surveys as an opening to scam is not a survey and they need to be investigated if they can't prove that their surveys are legit. The same goes for supposedly charitable organizations.

I got a call from 480-535-5818 - asking me to participate in a "survey" - of 3 questions (some kind of survey, huh?) in exchange for a "free cruise". After answering their questions, the automated message said that they were busy and to hold. They hung up before I had a chance to talk with an operator. I don't want the cruise - but to get me on their do not call list. It's a cell phone, and I'm on the government's "Do Not Call" registry. I'd like to sue them if I can.

Contrary to what you say, they are NOT conducting a legitimate survey, which are exempt from donotcall laws. They offer you a survey, then these strangers expect you to give them your credit card number to cover taxes and port fees for the free cruise you just "won" by participating in the fake survey.

One of many phone numbers used by the same telemarketer. They are selling vacations but try to get around the do not call laws by first offering a "survey".
They also give you the option of having your number removed from their list by pressing 9. This is the second time they've called me today. I'm sure they plan to honor my wishes to be removed from their list, just like they honor the national do not call registry. :/

Called ostensibly to take a survey on the national debt and offered a free 2 day cruise for two to the Bahamas as an inducement to do so. Took the survey so that I could speak with a representative. The rep said that I could check with esaresearch.org about them. After giving a name and location was asked trite questions like how?s the weather there. While on the phone I checked on-line for esaresearch.org and found that the website doesn?t exist nor is that domain name registered, so I hung up.
Note: One of the allowed exemptions to the Do-Not-Call list is for surveys. So these telemarketers are using the survey exemption as a cover for telemarketing.

Ok when I check unknown numbers I see the same complaints. The DNC is doing nothing. Now assuming since everyone has signed up they have enough grit to report abuse. It is as easy to register a complaint on DNC as it is to vent these online sites. It seems however The DNC are just taking our money (tax dollars) and not giving us service. At the end of the complaint there is an area for a comment to help them somehow to do THEIR jobs. This is what I put in this section and hope everyone will follow suite so the DNC know we are getting fed up with their lack of service

It is a phone call to take a survey. Their option to opt out is bogus it does nothing but repeat the first prompt of hitting number two or hang up. Nothing indicating to remove your number.
