I had a missed call from this number.  I didn't recognize the number.  No voicemail received.  Called the number and a lady, with an accent answered.  She anwered like it was a business, and it had something to do with education funding.  I told her wrong number and hung up.

I answered. I believe she said something about federal funds for going to college? She had a very heavy accent.
