I get calls frequently from this number...among others.
They always start off "Hello Mr./Ms. Random Name ... I have your last order open, would you like to make the same order."
I've (obviously) never ordered anything from them.

I agree call them back, fight back by occupying their time!
Talk very slowly, act like you want to buy something, give them random numbers for a credit card number, talk about random things. Ask loads of questions about the things they are trying to sell you.
Call and leave them on mute, or act like there is static - stop talking (like the line went dead for a second) while you read them fake creditcard numbers... they love the suspense!
Ask them if they feel good about their job, lying to people to try to trick them into parting ways with their money.
Ask them if they are proud of what they do, or what they would like to do.
They are also humans - who for whatever reason engage in a sub-human job.
When they hangup... if you have free time call back go through the whole routine with another rep, call back... **waste their time**.

Be careful do not ever call back a (473) area code... I was charged 1.60 / min.
I called my carrier they reverted it and added a setting to block calling international numbers.

They are Canadian Pharmacy - an online pharmacy that has nothing to do with Canada, but is in India??.people order Levitra, Cialis etc from them, and if you have ever done that, they will not give up.

Had a friend locate the spammers,  traced back to the company address below!!

Note that "Canadian Pharmacy" is neither Canadian nor a pharmacy. It is an Indian drug manufacturing company using telemarketers from India and the Philippines.

*** Why not STRIKE BACK?  Make the experience more distressing for them than it is for you.

I keep a VERY LOUD POLICE WHISTLE next to the phone. If I am there when the call comes in, I give them a healthy blast.  If I am not, I call back & give them a healthy blast.

Note that there is no reason not to call them back. If they have called you once, you are in their robocall database forever.

I do not answer unknown calls, (and I won't) so I cannot verify who this number is. What I can tell you is that if it WERE a legitimate phone caller not trying to scam spam you out of something, they would have left a message. Do not answer your phone or they will continue to call you since I have been on the DNC list since the early 90's and obviously they have NO respect or compliance toward the law. And yes, they use many different succinct numbers to continue calling as well (must be some protocol of jerks.)
