I received a message on my work answering machine this morning from this same person with a new phone number 559-473-4670.  I had blocked the 323-474-0503.
I did call back last week and spoke with a woman with an indian accent - told her they could not call my work anymore or I would be fired.  I told her I needed written documentation about the suit and loan so I could check in to it from my end.  I said since you have my email address and home address - get it to me.  I heard NOTHING - then I get this message this morning.  I blocked this number also.  I have added what I originally posted last week for the 323-474-0503 number for everyones reference.  

I received a message on my work answering machine from a very foreign(strong Indian accent)gentleman named David Jackson.  He was very hard to understand and stated he left me a message on February 2nd.  Now this is November!  He stated in his message I need to have my attorney or myself call him immediately.  It was very urgent.  Then he said if I do not call him or have my attorney call him, all he could do was wish me good luck. I am to return the phone call to 323-474-0503.  

I will not be calling back.  This is the 5th time this year at least that I have received phone calls with persons w/ heavy Indian accents trying to scam me out of money - saying I have criminal charges against me or will have them, that I will be arrested and go to jail.  They are people who obtain information from when you apply or obtain a payday loan.  I never defaulted on one and  haven;t had one in about 3 years.  They use scare tactics.  

I did fall victim to one last year but I was 8 1/2 months pregnant and didn't need the stress, they got $150.

I try to get as much information from them as possible.  I tell them I need something in writing on their company letterhead.  Most of the times they will not divulge their company address.  I have been contacted by two different people in different months stating they had the same street address but in different cities.  Neither one really existed.  These people often use cell phones or numbers that come back as unpublished.  

This harassment has got to stop.  I myself have had too much stress in dealing with these people.  I block their phone numbers from work, don't give them my information and tell them I can not receive personal calls at work and to email me with any issues.  I had one guy call back every 10 seconds for over an hour because he was mad I would not let him speak with my boss - who was not here - i was the only one here.

I have spoken with some of the actual payday loan companies and they too say this is all a scam.  I have checked also and I owe no one any money.  I also spoke with a county Sheriff friend of mine and he said that for these people to actually press charges, they would have to come to where I am to see the magistrate - it can't be done from another state.  

This scamming ring is getting out of hand and needs to stop!

I am posting this in as many places as i can to see if it will help in stopping these people

Had a man call my work yesterday while I was at lunch, told my coworker they had a warrant for my arrest. Then left message on my phone saying if I didn't call then they wished me good luck on whatever unfolds so I called this number back and they told me they were from crime monitoring division and that they were collecting debt for national something or other, could hardly understand them, had my ssn, email and work number. Told me that all the fees, I owed over 5000.00, told them I would call my payday loan provider and call them back, kept rattling stuff then hung up. Called my cellphone again this morning and left the exact same message and number they did yesterday. I am current on all my debts so I know this is a scam. Filed a complaint with ftc. If you check this number with BBB there are no complaints and has a C- rating. Did call the number back last night and just asked what the name of the firm was and lady said Lanphier Associates, could barely understand her either so she spelled it then ask me who I was and I hung up. How do you keep them from calling you if they make their number unknown, private or not a valid number when you call back what's on caller id? Would appreciate help. They have called my work once. This just started yesterday.

Attorney General Darrell McGraw took the extraordinary step today of warning the public about a band of scam artists making threats to consumers who allegedly obtained Internet payday loans in West Virginia and across the nation. The consumers they threaten never obtained a loan at all or paid it off years ago.

Internet payday loans are short-term loans or cash advances, usually for 14 days, made over the Internet via interactive web sites and secured by an agreement authorizing debits of the loan and all fees owed from the consumer?s checking account. These loans typically charge interest rates ranging from 600-800 APR and are unlawful in West Virginia.

The scam artists, who speak English with a foreign accent, call themselves ?U.S. National Bank,? ?Federal Investigation Bureau,? ?United Legal Processing? and numerous other phony names. They refuse to disclose real names and addresses and are believed to be operating ?off the grid? from homes, automobiles, or from off shore locations or foreign countries, including India. Since the scammers have kept themselves purposely well hidden, thus far no law enforcement agencies have succeeded in locating or shutting them down.

The scammers typically pose as law enforcement officers, investigators, lawyers, and bankers and threaten consumers that they will be arrested for ?bank fraud? or other fictitious crimes unless money is wired immediately. They simultaneously scare and confuse consumers by using meaningless legalese gobbledygook phrases such as, ?We are downloading warrants against you? or ?We are filing an affidavit against you.? Consumers who don?t immediately fall for the scam are warned, ?Only God can help you now.?

The scammers almost always call consumers at work several times a day, and tell their supervisors, ?Your employee has committed fraud and is about to be arrested.? Such threats have proven unsettling even to the most savvy consumers and employers who suspect the calls are fraudulent.

Attorney General McGraw stated, ?Ordinarily my office protects consumers from fraudulent activities by seeking injunctions in court. But legal action cannot be taken until the scam artists can be located. Even then, it is unlikely that the persons behind the fraudulent calls and extortionist threats would obey a court order. In this case, the consumer?s best defense is to be armed with the knowledge of the scam so that all demands for money can be resisted, despite the false but scarey threats of arrest.?

McGraw added, ?Because the fraudsters make a special point of calling consumers repeatedly at work, employers must understand that the consumers are innocent victims of a criminal enterprise and cannot stop the calls from coming. I also wish to assure the citizens of West Virginia that my office will continue to do everything possible to locate and shut down the outlaw debt collectors.?

It's a debt collection scam. And all their threats are false and illegal.
This is a very active group of scammers, many of whom are calling from India (and probably other countries) and are in cahoots with a group of American pay day loan scammers. They attempt to extort money from consumers with a myriad of false and illegal threats, and alternately pose as debt collectors, federal and state law enforcement officers, lawyers and bankers. Their trademark is to use meaningless legalese gobblygook phrases like "We are downloading warrants against you" or "We are filing an affidavit against you." Another trademark phrase is to threaten the consumer with something like this ridiculous phrase: "If you don't pay then only God can help you."
Typical of many financial scams of this variety, they usually demand payment via Western Union or MoneyGram or credit card. They use any number of phony names such as US National Bank, Federal Investigation Bureau, US Legal Investigation Bureau, Hopkins Law Office, United Legal Processing, Morgan Associates, United Pay Services, National Processing, White Collar Crime Unit and many more.  These criminals also use many phone numbers from many area codes; they're probably using caller-id spoofing software and/or VoIP to disguise their real location.
The main thing to remember is that anytime someone calls you demanding money to prevent your arrest, or demanding your lawyer's name so they can sue you, it is ALWAYS a scam. No debt collector (let alone criminals posing as debt collectors) has the authority to have anyone arrested for anything. (And it's illegal to them to threaten such a thing.) And since these foreign dirtbags routinely impersonate law enforcement, it's also important to remember that American law enforcement officers aren't in the business of debt collection.  (Debt is a civil, not a criminal, matter.)
The bottom line is, these are criminals trying to steal your money.

This is another piece of the puzzle that fits in perfectly with other information about this scam. There are some reports on 800Notes that have suggested that the crooks behind this offshore scam are also the crooks behind the notorious Bass/Ellis Crosby & Assoc./States Predisposition scams in Florida and Georgia. The interesting thing is that the number of complaints on here about the US National Bank/US Legal Investigation/Federal Investigation scam skyrocketed *after* April 7, 2008 when Florida obtained a $1.3 million judgment against Ted Ellis Crosby, shutdown his operations and barred him from ever conducting debt collections in Florida (Read http://myfloridalegal.com/newsrel.nsf/newsrel ... 5257424005858A6 ) There's certainly a good chance that the crooks placing these calls from India are doing so on behalf of the American crooks behind the Crosby/Bass/States Predisposition scams.

Though scam calls from these crooks have been going on long before May 8, the frequency of complaints about these calls increased considerably after Crosby was shut down in early April.
This is conjecture, but appearances suggest that Crosby and company were originally running a two-pronged payday loan scam operation -- with some calls being made from Jacksonville, Florida and other calls being made from a phone bank in India (and possibly other countries); then, after the Florida Attorney General shut down the Crosby scams in Florida, the Crosby crooks transferred most of their scam efforts to the India phone bank.

If you are targeted by these criminals, be sure to report them to all the following federal and state law enforcement agencies (most of which you can do online or over the phone):
1.    The U.S. Secret Service is responsible for protecting the country's financial infrastructure and payment systems from international and domestic threats. Call or write your local Secret Service field office to alert them to the details of this attempted extortion. 2.    Alert the FBI at https://tips.fbi.gov Be sure to tell the FBI that you are being targeted by extortionists over the phone. And if the crooks claim to be law enforcement or lawyers, officers of the court or bankers, be sure to include that information in your report.
3.    File a complaint with your local police. Most police departments will take a report over the phone.  Be sure to tell them that you're being targeted by an extortionist and give them all the details.
4.    File a complaint your state's attorney general, the contact information for whom is at www.wvago.gov
5.    File a complaint online with The Federal Trade Commission at https://www.ftccomplaintassistant.gov/FTC_Wizard.aspx?Lang=en
If these crooks call back, promise them nothing, pay them nothing and tell them nothing other than that you know they're a scam and that you've reported them to law enforcement. (And be sure to report them to all the agencies above each time they call you.)

Scam alert: Bogus debt collectors

This scam isn't technically about credit cards, but it is scary enough to post a warning. The Better Business Bureau issued an alert today saying consumers across the country are getting phone calls from bogus debt collectors claiming default on a payday loan. Of course, the consumer needs to pay a large fee to avoid arrest -- as much as $1,000.
The caller poses as a lawyer, and may threaten extradition to face trial if the consumer doesn't pay up immediately.
What makes these calls alarming -- and perhaps convincing -- is that the perpetrators reference the consumer's personal information, such as the person's Social Security number, driver's license number, previous bank account numbers, home address -- even personal references.
"The amount of information they have is really troubling," says BBB spokeswoman Alison Southwick. She adds that the amount of data points to a possible security breach.
Spread the word to your friends and family: Don't give out personal or financial information to an unknown caller. Scammers can spoof Caller ID to display different numbers, so trust your instincts over technology.
The BBB offers these tips:
?    Ask the debt collector to provide official documentation which substantiates the debt.
?    Do not provide or confirm any bank account, credit card or other personal information over the phone until you have confirmed the legitimacy of the call.
?    File a complaint with the Federal Trade Commission online if the caller is abusive, uses threats or otherwise violates federal telemarketing laws or the Fair Debt Collection Practices Act.
?    File a complaint with the Better Business Bureau online if you believe a debt collector is trying to scam you.

Fake Debt Collectors and Collection Tactics

If consumers did not have enough to worry about having to deal with rising credit card interest rates, late fees and over-limit fees, zombie debt, and fervent bill collectors, now we have to worry about collectors calling about fake debt.

While many legitimate collection agencies follow the FDCPA, there are some collectors out there that are only running a scam operation and will be quick to use threats and scare tactics to get you to pay up quick. Their scams turn up in mailboxes, on the internet and through the telephone every day. Some collectors pose as national banks, government agencies (FBI, CIA), or even popular celebrity stars to gain personal information. These phony collectors may threaten to repossess your house, issue a warrant for your arrest, or even garnish your pay check, all of which are against the FDCPA rules. Some of which are even laughable (for example, there is no debtor?s prison in the United States).

Fake debt scammers rely on the fear and lack of knowledge about debt collection laws within the population. They also figure that a certain percentage of their calls will be received by individuals who may be carrying debt on credit cards anyway and may be susceptible to intimidation. When collectors use misleading statements and fail to provide identification, they are breaking the law. Never pay money to a possible thief. Keep cool when you hear from collectors to avoid this collection abuse.

Many times, people who took out payday loans online in the past are most susceptible. If you took a payday loan, be aware scammers may have access to your Social Security number and other personal information, and keep your guard up against such tactics.

Ironically, real "deadbeats" probably wouldn't fall for these scammers, since they have no intention of repaying their creditors anyway. But upright citizens may doubt themselves, thinking they've forgotten to pay a bill. Many times, the sums involved tend to be fairly small, so some people may be tempted to just pay the "bill" and "get it over with."

Ways to Protect Yourself Against Debt Collection Scams

Review your credit report frequently to find inaccuracies.
Be aware of your current creditors and how much you owe.
Ask creditors for identification before you provide any information over the telephone.
Reporting Fake Debt Collectors

If you ever receive a call from anyone identifying himself as a debt collector, the law requires that the debt collector provide you with identification, and that the debt collector refrain from making misleading and threatening statements.

You can report any problems you have to your state Attorney General?s office www.naag.org and the Federal Trade Commission www.ftc.gov. Many states have their own debt collection laws that are different from the federal Fair Debt Collection Practices Act. Your Attorney General?s office can help you determine your rights under your state?s law.

call from this # was forigen and had a very bad accent, and said him name was James Ickman, but the same voice called on Thanksgiving day and said his name was James Flowers and that If I did not call him back ASAP he would have no choice but to charge me with FELONY FRAUD as I woed him money and he would see me in FEDERAL court.

I have been receiving calls from 559) 473-4670 & 718) 513-7313. The 718 number is now disconnected.
The callers claim that I took out a payday loan with CashNet in March 09 for 300.00 that I never paid back.
They first claimed to be calling from the Department of Law and Investigations, then claimed to be a lawfirm, Lanthier Assoc..
One caller said "by friday you, and the references you listed, your mother & sister, are going to be arrested." The caller new their names.
They somehow know my address, email, and mother's and sister's info.
All callers had thick indian accents.
Background noise was always noisy and echoey.
When I asked for information by mail I was just wished good luck and told Im in big trouble and let go.
I've called back trying to collect information but now they are the ones avoiding calls.
I'm assuming this scam is the same as the ones I've read about on the internet.

This is the second round of harassing calls for me, the first being about six months ago, and it's the same voice with a thick, east India sounding accent but instead of "Joseph" his name is now "Robert Richards". Yeah, right. Also tells me if I "don't respond the second I receive this message" he "wishes me luck as the future unfolds". The phone numbers he left to call back on last spring were different and traced to Reno, NV and FL, this time it's Fresno, CA. What really bothers me about this is he's calling both my home phone and my work cell, which I only give out for personal matters when necessary. I just took out a payday loan a couple weeks ago for the first time in about six months, so what does that tell ya?
Anyway, if there was a legitimate legal case, either civil or criminal, you'd be served something in writing, not just called on the phone.

Someone with a foreign accent (sounded like India or that region) called and left me a very threatning sounding voice mail that if I or my lawyer did not return the call then he felt sorry for me and wishes me good luck as my case unfolds.  Since I do not have a case pending this guy must be working for a scam.  Don't fall for it.

These people called me yesterday and today saying I owed money and I would be arrested. I finally got a company name out of the woman who answered the phone - they said it was Lanphier Law Firm....they used this on me three months ago but from a different number. The scary thing was they had my name, social and address correct even thought I would not verify anything. They kept asking for my phone number and got mad when I would not verify it. I just told them I knew it was a scam and they did not call back.

WALLINGFORD, CT, August 07, 2009 /24-7PressRelease/ -- Better Business Bureau is warning consumers about would-be debt collectors who call "payday" loan holders, threatening arrest if they don't pay immediately.

A payday loan, also known as a paycheck advance, is a short-term cash advance intended to cover expenses until the holder's next payday.

The callers claim they are lawyers with the "Financial Accountability Association" or the "Federal Legislation of Unsecured Loans," and they are armed with stolen personal information from their victims, indicating a major security breach of unknown origin. The names used by the scammers may change with time.

According to Connecticut Better Business Bureau President, Paulette Scarpetti, payday loan holders appear to be particularly at risk.

"Because the scammers have so much information about potential victims, BBB is concerned that this may be the result of a data breach. Thousands of people may have had their personal information compromised."

Reports received by Better Business Bureau and posted online explain the con artists threaten the loan holders of defaulting and claim they are being sued. The imposters threaten the loan holders with imminent arrest and extradition to California to stand trial, unless they immediately wire $1000 or provide bank account or credit card information.

Connecticut Better Business Bureau has advice for consumers who receive suspicious telephone calls about an outstanding debt:

-Don't be bullied into immediate action. Ask the debt collector to provide official documentation that substantiates the debt.
-Do not provide or confirm any bank account, credit card or other personal information over the telephone until you confirm the legitimacy of the call.
-If you believe a debt collector is trying to scam you, file an abuse complaint with the Federal Trade Commission (FTC) online at www. ftc.gov, or by telephone at (202) 326-2222. Also file a complaint with your Better Business Bureau at http://www.bbb.org or by telephone at 203-269-2700, ext. 2.

This is the second round of these harrassing calls I have received.  Apparently, they have our entire firm's call list because when I gave them the number they called me on, they referred to me as my co-worker... They are very rude and threatening, but if you ask for details (i.e. Suit Number, Court the matter is being handled in) they will hang up on you.

Received call from 559.473.4670 stating that I owe money and this time it was foreigner who was a female. It showed on my phone as restricted and she said that there is a complaint against me and I owe money. I got the phone number from her because I refused to let her speak until she told me her number. I hung up because it is a scam. These people have so many numbers that it is hard for the authorities to catch them.
