I received a message from this number saying to return the call to Allen Clark (no company name). I called back and they would not let me talk to him they wanted my phone number. Once I gave him the number he  transfered me to a person that I could not understand clearly. He said he was calling about a law suit against me. For a payday loan from Instant Cash that I applied for online. Said I borrowed the money and they could never get the funds back from my account, there were no funds there. He said they were charging me with 3 different things including theft. I asked when this happened and how much it was for because I was looking at my checking account and did see this. He said he could not tell me any information that the police were scheduled to come to my work at 11 am the next day to investigate and I could ask questions then. He knew my social, my personal references (co-worker and sister) he knew where both of my jobs are, my bank name, my email address etc. H said with all the fees I owe over $5000. He got angry when I asked questions and hung up on me saying I could ask the investigator when they came to my work. I called my bank, they have no record of a deposit or returned drafts. I talked to a paralegal with a local law firm and she suggested I call the number back and ask for a supervisor. I called and asked for a supervisor and this person (sounded like the same person from earlier) asked for my name. I gave it to him, he then hung up on me. I called back and asked him to state the name of the company, he said your name please. I said no, state the name of your company. He said is this Stephanie? I said yes, and he hung up on me again. I do not know what to do?

same thing happened to me on the 25 mar. allen clark.. although they called work to have me call them. no fees have been mentioned, but it was a payday loan that i didnt recieve. was told they are coming to co. to take me to ca. for prosicution mon the 29th. after talking to comptroller and finance officer at work. it was suggested i call the fraud/identity theft unit here in co.in a way hope its legit so i can sue there a** off.

same deal here. different number.   with a 760 areacode.  dean jones was who left the message.  i called back and demanded to know who they were.  i was told bci calling for insta cash about a loan i didnt pay and i had 3 criminal charges against me.  very rude.  told me to lower my voice because i was calling a law firm.. i said which one...??  asked questions.. he told me to let him speak.. i was letting him speak.  i told THEM fraud is illegal and i will persue proper action.     i told them my attorney was tpatched in on the call.    they hung up on me a few times..  they said i was going to jail..  i told them they were.   my local police department called them too.. we have it recorded.  when they introduced themselves (police officer)  they mysterious lawfirm hung up.  i did some googling.   some  believe its a call center in india that purchased a list with info (explains why they have bank names and phone numbers.. sometimes social secutity numbers).  they HAD to purchase the list from someone that you had an account with at some point.. (and if i find out who, i WILL press charges).. AND THEY ARE TRYING TO SCARE YOU INTO WIRING MONEY...  THEY ARE USING A VOIP connection.. voice over IP.    they rent numbers so that you can call them back..   HUGE SCAM.    they use many aliases.. instacash only 1 of them.     just unreal.  anyway, hope this helped..

1.    The U.S. Secret Service is responsible for protecting the country's financial infrastructure and payment systems from international and domestic threats. Consumer Alert: Attorney General warns Kansans of debt collection scam

January 29, 2010 -- Attorney General Steve Six is cautioning Kansas consumers about telephone calls from apparent fake debt collectors who are impersonating law enforcement officers in an effort to extort money from consumers.   Consumers are warned to not submit payments to these fraudulent debt collectors.

When calling, the scammers most often state they are attempting to collect a debt related to an internet payday loan obtained by the consumer, but which the consumer never repaid.  Consumers state they have never obtained such a loan or paid off the loan years ago.  The scam artists have most recently identified themselves as ACS, National Affidavit Processing Department and United Financial Crime Division, but may use additional phony names.  It appears the phone numbers used by the scammers are ?spoofed? numbers, so that the number appearing on a consumer?s caller ID is not the actual number of where the call originated. It appears the calls in question may be originating from outside the United States.

When questioned, the individual calling refuses to disclose the full name or address of the collection agency they claim to represent.  These scammers have been able to provide consumers with identifying information, such as the consumer?s social security number, home address, e-mail address, names of family members and the consumer?s computer IP address.  Since the callers are able to provide valid personal information, consumers may become confused and believe they are being contacted in regard to a legitimate debt.

If the initial debt collection scam is unsuccessful, consumers have been re-contacted months later with the scammers posing as law enforcement officers or officers of the court.  Typically, the consumer is threatened with arrest for fraud or some other fictitious crime unless the consumer agrees to immediately wire money via Western Union.  The fictitious officers strive to frighten and confuse consumers into compliance by using legal sounding terms such as ?We?re filing an affidavit against you? or by stating a lawsuit has been or is in the process of being filed against the consumer.

A hallmark of each scam has been calling consumers repeatedly at their place of employment.  This scam hit home when an employee of the Kansas Attorney General?s Office was repeatedly called both on her cell phone and at work.  Despite the employee?s repeated verbal disputes, the caller refused to provide any identifying information to allow her to send a written dispute. The scammer also continued to call her numerous times a day regarding a payday loan she denied obtaining. Two months later, she was again contacted by telephone by an individual identifying himself as an ?officer?.

?I denied owing the debt and refused to pay without being provided validation of the debt. I was then told, ?If that?s the case, I will have local law enforcement come to your place of business and drag you out kicking and screaming?,? stated the employee.

?It is important for consumers to know their rights under the law,? Attorney General Six said. ?If a consumer is receiving calls from a debt collection company and believe it is a scam, I encourage them to contact our office immediately.?

To Heather & other victims of this nonsense-
No worries besides your nerves being racked over this person calling you at work. They are not real it is a scam and I suggest that you get as much documentation from these message boards and your call records as soon as possible and go file an identity theft / fraud report with your local Police Department .This is to protect you should you need it down the road. File a complaint at with the FTC as well and get your credit report and check it good . At this point there needs to be some damage control, change your numbers : phone # bank Account # SSN # if you have too ....yes it is that serious.
This will not stop anytime soon and even if it does they will contact you a month or too later. I am in the process of doing all these things just know that you are not alone. They have your info and sell it to other debt collection scammers as well.

This David Cooper called my job 4 times this morning and another 4 times this afternoon. I am all done researching this issue & I am going to the police as soon as I get off of work this is crazy and they have been doing this for over a year and a half now ! WITH THE ORIGINAL DOLLAR AMOUNT PLUS INTEREST.

WHEN TRYING TO CALL DAVID COOPER BACK AND GIVE HIM THE INFORMATION FROM MY BANK, ALL THE NUMBERS I COULD FIND FOR INSTACASH ARE EITHER OUT OF SERVICE, OR MAILBOXES ARE FULL AND NO MESSAGE CAN BE LEFT.

THEREFORE, I AM GOING TO WAIT NOW AND SEE IF I HEAR FROM THIS SCAM ARTIST AGAIN AND IF SO, I WILL FILE A POLICE REPORT AGAINST HIM FOR HARRASSMENT.

I got a call today from a Aaron Cooper saying that there was a legal charge against me and my SS  the funny think is that I say Okay and I hanggup cause it didn't apear legitimate he call me a couple more times and lived me a bunch of messages saying good luck your going to jail , and saying this is a really important matter I don't want your voice mail I want to speak to you well He has called me and threaten me went he calls he don't say a name of a company or anything else the just say my name is this or that , what I'm worry about is how much information the know about me the (559) 921-2510 is supose to be a call back number and the number they call me originally was a (714)0066000 I went a second later to the internet to look up that # and is a # from lander, CA located in the middle of nowhere and the call back # is for a place in Fresno, CA

Interesting enough, I did have my attoney contact this phone number that keeps popping up on my voicemail!  He was hung up on 4 times after a David Cooper, or James Robinson, or Derek Cooper, or whoever he is cussed him out!  I was in the room with this call on speaker, and it was the same gentleman every time, only several different names.....funny part, he tried to make his voice deeper every time he changed names!  I too was told that I would be arrested for not paying back a loan to instacashusa.com however, I don't even have a bank account in my name!  I use my husband's ATM card if I need money!!!!  These people refused to provide any information, they refused to identify the place of busines they worked at, and all we could find was a unlisted landline in Laton, CA for the phone number!  

Please, nobody pay these people any money for anything!  I have worked in the debt collecting business for many years, and let me tell you......first a debt collector must provide you with proof of debt, and nobody can issue a warrant for an arrest for any debt without going through the local courts first!  Very rarely is anyone arrested for bad debt, maybe sued, and your paycheck may be garnished, but never in the 26 years that I have been debt collecting has my company ever arrested anyone!

The people calling from this number are scam artists, I find that the easiest thing to do is to call your phone company and have the number blocked from in coming calls!  If you have already paid them for some unknown debt, please contact your local police department and issue a report for fraud.  Eventually these people will be brought to justice.  The smartest thing to do is to not pay them anything to begin with!

I received a phone call tonight and seventeen phone calls over the past two days from caller id number 704-006-6000. The gentleman, with a thick Indian accent who identified himself as Aaron Clark, told me he has a lawsuit and affidavid pending against me. He then proceeded to ask me for my SSN to validte the information on the affidavid. I began asking him questions like where the debt was from. He said its from instacash.com. I asked Aaron Clark what type of company this was for. He said its a payday loand company operating on the internet. I told Aaron Clark I have never heard of this payday loan company and did not take a loan from these people. I asked him when this payday loan debt was supposedly incurred, he said November 2009. I asked for him to fax me the paperwork on this supposed payday loan from the internet. He ignored my request. I asked him who is supervisor was. He gave me the name of David Cooper, attorney at law. I asked for David Cooper's license number and bar number in the state he supposely works in. Aaron Clark told me that I was not privey to this information. Aaron Clark told me to call David Cooper tomorrow at 559-921-2510. I then demanded David Cooper's license numbers again. This time Aaron Clark began studdering and said good night. He then hung up on me. What a crock! Collect on legitimate debts you bozos!!!!!!!!!!!!!!!!!!!!!

The calls to me began yesterday with a message left this morning so I returned the call to 559-921-2510 at which time I requested further information.  David Cooper refused to answer my questions so I told him that I was going to contact the local police for harassment and told him where to go in Arabic, being that I worked in mobile electronics for 5 years I picked up on a little.  The company will not provide additional information about the alleged debt but they had my bank account number, ssn, telephone number and email address.  He also indicated that I would be served on Friday at my place of employment.  I told him to please provide validity of this debt but am curious about what happened in your situation.  Did the calls stop?  Has anyone showed up at your home or place of employment?  I have never taken out a loan with this company but am very concerned with the amount of personal information they have about me.

I looked up on Google Earth E. Mt Whitney Ave, Laton, CA where the number is coming from and found farm country and only a couple of houses around.  No businesses at all except a tractor and combine.  These people are probably operating out of some (and I saw one) house.  I have called them back using *67 so my number won't come up and told them they owe me money and they just hang up.  They have been bothering me on and off for 3 months.  I called them firs to tell them I had reported them to the FBI and Pacific Bell Telephone Company.  Hopefully, that will be the end of it.

I actually received a call from Mike Johnson @ 714-806-6000.  He claimed I was having a warrant put out for my arrest for a fraud check to a payday company from months ago.  I know in Nov, 2009, my checking account info was compromised so I had to re-open a new acct.  Some online payday loan co had tapped into my information and put money in my account and then withdrew it 2 days later along with $125 in service fees.  I filed a fraud claim with the bank, only the authorized payday co responded by mail, the fraud payday co ever responded to the claim, so  it was found in my favor and the bank correct the errors.  

All "Mike" stated was that "I had to contact his supervisor David Cooper @ 559-921-2510 regarding the legal matter".  When I called David, he answered with just "hello", he did not identify himself or the company.  He began to inform me the call was being recorded so he could read me the affidavit.  Once he was through, I explained that a legitimate company would have called my or written me by now, he simply said they tried to reach me by email, then he proceded to state my email address.  I asked him which payday co was sueing me, he sould not say, only that the corporate co he represented had 35+ companies online they they go by.  That was all I needed to hear.  I told him he could threaten to extridite me to CA and have charges pressed against me all he wanted, I wasn't buying it.  He then stated that they would send investigators to my place of emplyoment and I could discuss it further with them - and he knew where I worked!  I said fine, and hung up.  I called the local police and was told no warrants are out for my arrest and that I should file a compaint - so I did!  Both scammers also had foriegn accents, and became arguemental when I questioned the nature of the call.

I have been bombarded with calls from 559-921-2510 when I called back they stated they were from the Federal Law Department and filling criminal charges against me . Thats funny I work for the Federal Gov't and they call my cell phone 15-20 times yesterday alone. Left 8 voicemails all deleted, left me a voicemail at work.  His name Danny Robinson with the such an obvious accent.   If I owe are co-payment of $75 to hospital not loans. I caution people please do not take out payday loans they have your work and cell information very easy for them to get your info from them and pretend to me anybody. I refused two payday loans and they may have gotten my info from that.  I'm contacting the attorney general for California and my local attorney general

A froreign sounding gentlemen, having trouble with the English language, Mike Nelson called place of Work - Left a message with my Supervisor claiming to be with the United States Government.  I was asked to return his call . . . . It was an Emergancy.  When asked for more information (ie - Government Office) he quickly ended the call.

I have recieved repeated calls from 559-921-2510  with a gentleman with a middle eastern accent identifying himself as Mike Nelson. He is constantly calling both my cell phone and my work phone. About 3 months ago he called and stated that he was from the California Court House and unless i settled for some amount of monies and wrote an apology letter i would be supeoned and brought to california for a court hearing. In this instance I called my brother in law who called him back numerous times at the number he had left. he refused to answer any questions and starting ingnoring calls from my brother in laws and sisters phone numbers.

Today, he has proceeded calling me 3 times at work. I pretended that I was someone else and took a message.. he stated that this is an emergency and he was from the U.S.Govt and I needed to call him back "As Soon As Humanly Possible" and recommended that I call Jen and let her know that he needed to speak to me.

?It is important for consumers to know their rights under the law,? Attorney General Six said. ?If a consumer is receiving calls from a debt collection company and believe it is a scam, I encourage them to contact our office immediately.?

Under the Fair Debt Collection Practices Act (FDCPA), collectors are required to send consumers a written notice within five days of the initial contact.  The notification should contain  information such as the amount of the debt, the name of the creditor to whom the debt is owed and a statement informing the consumer they have thirty days to contact the debtor in writing to dispute the debt or request validation of the debt. In addition, legitimate debt collectors are prohibited by the FDCPA from making false or misleading representations, such as the consumer has committed a crime, implying nonpayment will result in the consumer?s arrest, or using the threat of violence.

Debt Collector
He said he was representing Instacash.usa for a Payday Loan I recieved in sept/09, I cannot find the transaction from my Bank, He threatenned me stating I will be arrested & send to Irvine, California. He gave the name of David Cooper, Esq. address: 1365 Chula Vista, Irvine, CA 92602. He had my E-mail & tele. # from home. The loan was for $300 & I owe $1245.00 He stated the Law off. is Customer Affairs & Business Regulations, he had a mid/eastern accent. I have no recollection of this loan. What should I do?
