I also just received a text saying the same thing.  I replied NO and tried calling the number but all I get is "This person has a voice mail box that has not been set up yet."  The website they mention in the text is 800creditrelief.com

I RECEIVED A TET FROM THE 1 562 506-6414, A DEBT RELIEF PROGRAM ASKING ME IF I HAVE $15,000 IN DEBT.  I WANT THEM TO STOP BUGGING ME.  THIS IS ANOTHER DEBT RELIEF ANNOYING ME AND I HAVE TO PAY FOR THEIR DAM TEXT MESSAGES.

SOMETHING NEEDS TO BE DONE ASAP ABOUT THESE COMPANIES TEXT PEOPLE'S CELL PHONE.  THE GOVERMENT SHOULD NOT HAVE ALLOWED OUR CELL NUMBERS TO GO PUBLIC.  IN MY OPINION, WE ARE NO LONGER A DEMOCRATIC COUNTRY, WHEN THE PEOPLE DON'T HAVE A SAY ON WHO CAN CALL THEM.
