no message hung up when answered

This number has called many times and finally left a message saying they were NES, a collection company about a month ago, began calling again many times and left a message again only this time they claim to be ARS a collection agency.

This is ARS a collection agency, they called many times but finally left a message.

Several calls in a day and disconnects when I answer.  Get busy signal when trying to callback, must be a dialer system
