I received a call from this number several times yesterday evening, but was unable to answer.  I do not want calls that I did not solicit.

i called it back, it turns out to be someone from University of Phoenix (if you at some point inquired about classes) and his name as Nasir Elrar (or something like that)

similar deal - I answered, there was silence and then man said "hello" and then hung up.

Someone called me from that number and asked if they could speak to me (person said my name). I replied "yes this is "me (stating my name)" then person hanged up without saying anything else. This was really weird.
