$29.99 means someone with access to your card signed up for their service and bought 30 minutes.  If you have a teenager in the house you may want to bring this up...  otherwise, it might have been ID theft.

I just got a call from them, but I have used their service before.
They don't leave a message to be discreet.  Nothing like coming home and your spouse is throwing things at you because they heard the voicemail.

This number is assoicated with 1-800-788-8861 which made fraudulent withdrawals using my ATM. The amount showed as a charge of $1.99 and then another transation was done with the amount being $29.99. The name on the transaction showed Tel. Mes. Ser. WASHINGTON. I called and spoke with someone who tried to get further information from me. Today, I received a call from the above # again, saying they wanted to resolve the matter, but wanted further information. I explained that all fees were reimbursed by my banking institution and perhaps he would like to speak with either the bank or the police. The caller hung up. The amount taken from my account was over $1100 in addition to overdraft charges. Not sure how this occurred but possibly when we traveled out of state and my husband had to have emergency surgery and we were stranded for two weeks.
