Looks like the link didn't work very well.   Just google "indiana states attorney michael hilgar" and the PDF court document should be at the top or near the top of the returned search list.

Analog,

I agree with most everything you wrote.   Yes, this criminal mob does call nationwide, but they typically spoof the phone numbers (and call origin location) that shows up on a called person's Caller ID to make it appear to the person called that they are receiving a local call (or within state anyway) when in reality the call is originating from a call center near Orlando, FL.   Well, at least that is where the calls are answered if the called person presses "1" to speak to a representative -- I don't know where the actual physical robo-dialer is located.

The following link should (might, depending on if this website handles URL continuations correctly) display a copy of the court complaint filed by the State of Indiana against the so-called business and its principal:

https://docs.google.com/viewer?a=v&q=cache:7YyQdxLR7zAJ:www.in.gov/activecalendar/displaymedia.aspx%3 ... u_0HQDNgvDCH8AA

Note paragraph 3 -- should you happen to find that snake:

3. Defendant, Michael Hilgar ("Hilgar"), is a resident of Florida with- an address of
14126 Fox Glove Street, Winter Garden, Florida 34787.

Some comments from ex-employees and the website address for filing a complaint with the Florida Attorney General:

http://800notes.com/Phone.aspx/1-410-777-8667

I do believe the call centers are in Casselberry, Fl and Altamonte Springs, FL -- closer to Orlando than Tampa.

While researching this stuff, I did come across this law firm that supposedly specializes in telemarketing abuse class action lawsuits which I will check out when I have a little more time.   If the law firm can really collect $500-$1,500 per illegal call, I've had close to 50 calls from the various spoofed numbers with over 30 calls still documented on my Caller ID history.

http://www.report-telemarketing-abuse.com/

I do have some doubts if that website you gave, www.seniorsafealert.com, is actually associated with this Florida group that is making the calls.    The BBB shows the address for the seniorsafealert.com business as being in North Carolina, not Florida.   Also, GoDaddy.com shows the registrant as Sam Alure of Huntersville, NC and I can find no connection between Michael Hilgar and Sam Alure.    Also, the callers (i.e,. the Florida companies)  have refused to give out any contact numbers because of "security concerns", but this website does prominently list an 800 number.   My guess, but I don't know for sure, is that was just the name the Florida company was using that particular day and it happened to be the same name as this North Carolina company -- which may or may not be all that legitimate.

They're nationwide , look at this site:

http://fox6now.com/2013/01/13/contact-6-warns-seniors-of-robocalls/

"""MIlWAUKEE (WITI) ? Questionable calls in the Milwaukee area are targeting senior citizens.

Consumer Protection says the calls are automated from companies called ?Senior Emergency Care,? ?Senior Safety Alert? and ?Senior Safe Alert? ? trying to sell some kind of personal emergency alert system.

READ THE FULL CONSUMER PROTECTION ALERT HERE

The state says the calls are coming from Wisconsin area codes, but the company might actually be located out of state ? misrepresenting themselves with a questionable product.  The calls also claim the company?s products are ?free,? but then charge around $30 per month for service.

What a country - Homeland Security can tap your phone if you say "bomb",

but these jerks can harass the whole population and nobody gives a ****.

This wouldn't happen if Govt had not broke up Ma Bell back in 80's,   and blasted the phone lines open to all the scumbags with Clinton's Tellecommunucations act of '96.

Swamp them with calls during Evening News commercials and your re-dial button.

here's the website
http://www.seniorsafealert.com/

and the phone number
1-800-571-4929

I report every one of their calls call to the Federal Communications Commission by filling out the form here:
https://esupport.fcc.gov/ccmsforms/form1088.action?form_type=1088B

and wrote three letters - one each to my congressman and two senators requesting they:

Add to Telephone Consumer Protection Act(TCPA) a reqirement that phone companies provide a means for consumers to report illicit robocalls,  perhaps a new star code like *666.  It should log the call with both spoofed AND true caller ID source, and be accessible to enforcement authority.

TCPA already provides a $10,000 fine for spoofing caller ID so it should be a moneymaker for FCC.
But what good is that if the phone companies help them hide??
Phone companies really have no incentive to help us -  call centers are revenue for them.
WRITE YOUR CONGRESSMAN AND SENATORS  it made me feel better than just ranting here.

i've reported the last twenty calls to FCC via form 1088d,  at fcc dot gov's complaint site.

I got a telematrketer talking and that individual gave me name "Senior Safe Alert" as  the client.  The call center is near Tampa Fla,  probably Dunedin or St Pete. The individual is as you suggested in dire economic straits and was actually quite nice.  We had a pleasant chat.

www dot seniorsafealert dot com is website.
I call them and get an answering machine.

I called similar companies who appear more legit in that somebody answers their phones. They tell me Senior Safe Alert IS the culprit,  they use an aggressive  telemarketer, and are causing  trouble for the legit folks  because angry people like me call.

So swamp Senior Safe Alert's phone with calls,  here's the number. Every time they call me i call them  twenty times with redial  ,  during TV commercials.  Breaks the monotony and makes me feel less helpless.

If i can find a physical address might mail them a big non-poisonous snake.....

By The Way - fill out those FCC forms.
It's a $10,000 fine to spoof a caller ID now,  Obama signed that addendum to CPTA in Feb 2011.  Google SR30 to find that act.

If i'm on a jury i'll acquit anybody who does vigilante against telemarketer call center.  Jurors DO HAVE that power.

That last sentence is becoming more and more tempting every day.   I've now received over 30 harassing calls using various spoofed incoming numbers from this criminal scam extortion mob (it would be improper use of the word "business" to use that) .     Actually, the so-called employees (i.e., telemarketing reps) are apparently being mislead about the type of work they are being hired to do and then in many cases not being paid what they were promised.   So, just shooting the place up in general might be a little unfair to some of the "workers".    However, it would be appropriate to subject the  owner, apparently Michael Hilgar, and any known accomplices to semi-public executions.     Everything has its time and place and this is becoming one for a little vigilante justice if the various government entities that should be stopping this don't get off their respective a***s.

Just received 2nd call from this number.   First call was a month or two back -- at least they don't call often (yet).   I don't know what the call was about as I've started to do a rapid connect-disconnect on the phone for incoming numbers that I don't recognize.  That seems to be the best way to deal robo calls, etc.

I received a call from them today.  They were telemarketing a "safeline" medical alert device.  The call was placed by a robotic caller.  Since I am on the "do not call" list and have no prior business with this company, it clearly is an illegal telemarketing scam.  They would not provide a business name or address (they simply hung up when I requested it).  Callbacks to this number produce a message similar to "no one is available to take your call right now".

It is possible that the product they sell is legitimate, or it could simply be a scam to get you credit card information.  In the background, you could hear many voices typical of a boiler room type operation.

Don't fall for it.  Never give out credit card information to a cold caller.  I feel sorry for those elderly who might not have access to the internet resources we do.
