Yes the DNC is a database and its available to all the agency's. Your post pretty much sums it up nicely.  I don't agree with the DNC list being useless though..  The database has its purpose and the list does what its supposed to do. Also the FCC isn't the only one to file complaints with on these illegal callers.. The FTC is also involved and should be filed with as well.

This board is simply a sounding board for people to vent and inform others of scam telemarketing calls they receive.  There is no authority associated with the 800notes site to stop these callers.  In order for people to collectively stop these type calls they must act together - and TAKE ACTION!  It doesn?t do any good to complain about a caller on this board unless you then take the next step and do something about it!  The caller ID number is usually a ?Spoof Number? ? A Fake!  Never, never, ever engage the caller or call back the number.  The false robocallers will then capture your number as a ?live one? and use it over and over and sell it to other scammers.  The same goes if it prompts you to ?press a key? to ?opt out?  of their calling lists, or be transferred to someone, as this will only ?log? your number as a working one and make it ripe for future calls and to be sold to other scam companies as well.
The best option is simply to hang up, keep your own list of calling numbers with dates and times and report them to the FCC below.  There is space on their complaint form to list several calling dates and times of a repeat caller.
The DO NOT CALL list is worthless, they do not act on anything, just build a database of numbers.
In order to do something to help stop these type calls, everyone - EVERYONE needs to file an online complaint directly with the FCC.  If they receive enough complaints about a particular number - they will act on it.  Do it today and pass along the info:

Supposedly can save electric rates please have your utility bill handy. Has called several times a day for last week. Finally pressed 5 to speak with person (very oriental heavy accent) I stated was on do not call registry and please remove me from this list. Asked to speak with supervisor and was refused. Stated would report them and they hung up. Same number called back within the same hour.  What exactly is the Do Not Call registry for anyway?  These people need to be prosecuted severely.

They call me every day, multiple times, and never leave a message.

This company, which doesn't identify itself nor leave messages, calls us many times every day, and with disabled people in the house it is a huge nuisance...bordering on dangerous.

ID calls at least 2x per day - message left is always cut off and says something about a discount.

They call every day over and over again, I am on the do not call list, so I don't know why they aren't blocked.

this number called my phone about noon today.  think it was same group with music playing; have been getting it over and over again.  I hung up  before I heard the spiel.  Usually trying to sell reverse mortgages or something about utilities.

Calls daily for the last month, never leaving a message. Caller ID says Binghampton. No answer when I have picked the phone up up.

calls often; never a message

These are utility scammers. They try to get you to switch gas or electric suppliers by promising you lower rates. Its not true. They give you a lower rate till you get your first bill then look at all the bogus charges. You wind up paying more with a locked in rate. Hudson Energy did this to me a few years ago. I turned them in to the PSC and got a refund of $386. Stay with your local supplier you'll be $$$ ahead.
