Your callers are not affiliated with 800notes and probably do not even read here. To resolve this issue, call you phone service provider and file complaints. They should be able to block this number from calling your child. Some phones you can get call blocking apps for free online, some newer phones already have call blocking.
Also report the calls to the FTC and FCC..
