Haha, I just got this call, I work in an Outsourced call center and it rang in as one of our discontinued Clients.  I listened for about 7 minutes, and I'm hanging up now.

Woman's voice, political speech, voice is distorted, but I think it is Hilary Clinton.

The call came through a toll-free system where a name followed by pressing the # key is required. No Caller ID showed since it did come through the system. The brief 5 second name recording sounded like a female child talking (unintelligible) or possibly part of the speech listed in a previous post. When the call was accepted, there was no one on the line.

This is "Concerned Citizen" owned by Mike Maxey down in brownsville texas he was spoofing caller id for long time he also uses 817 and 956 area codes along with 316. You can find them here:

Recording of a woman with a New Jersey (?) accent making a political speech. Sounded as though she was in the middle of the speech, so the recording wasn't queued up properly. No idea who it was for; hung up after fifteen seconds.
