That's the Roger's voicemail number. Telemarketers (or whoever) call your cellphone and hang up when it goes to voicemail...and you get charged for the call.

I have got two pay as you go phones and have been called by (647) 278-9960 since last year.  I never checked my call history until yesterday and realized that the balance of one phone was very low.  So I called Rogers today but the customer representative denied that this is a Rogers phone number and refused to reimburse any money I have been charged.  The only thing he did was to stop my voice mail.  What a scam!

I got 6 calls from the same number  (647) 278-9960 the day after my phone was activated which was yesterday.  I did not activate my voice mail nor did I ask for it to be activated.  After a long conversation with Rogers I was able to get the money refunded.  I am shocked by the lengths Rogers will go to make a few bucks.

I could not understand why my pay as you go phone had run out of money so quickly until I went online at Rogers to check my account. I found that the number 647-278-9960 had been charged to my account 10 times in the billing period I was able to view.  The charges were 25 cents per call. I use my phone for emergencies only and do not want to have voice mail. So, instead of trying to contact Rogers by phone, I believe I disconnected the voice messaging option on my phone by doing the following:

If you have an online Rogers, go in under the tab "Products and Services" and open the tab "Pay As You Go". Look for the words "Pre2PostAuto" and beside it there is a link called "Add or Modify". Open that link and you will see a list of items available to Add or Modify options for your phone's pay as you go plan. If your voice mail option is active you will see a button darkened under the "Select" column and just under that you will see the words "Clear the above selection. Click on the button to clear it and then click "Continue" at the bottom right of the page to complete the process.

I just spent the afternoon today on the phone with various Rogers customer service representatives.  I have 3 pay-as-you-go phones and two were being charged .  The first representative offered to cancel the voice mail option on the first phone and reimburse for those charges (about 6.00).
After resolving this one, I checked the second and third phones (not sure why I didn't in the first place).  One of those was also being charged on this voicemail number.  The second customer service rep. wasn't as friendly and helpful and when I spoke to her supervisor, her supervisor only agreed to reimburse for 1 month of these calls.  She was obviously not interested either in looking back over the last 3 years on this phone to see how long it has been going on.  
I tried to discuss this with her but she said that I was talking over her and she would end the call - and she did !!  When I tried to call back, I got a message that the "office was closed for the day."  
The third call back, I got another customer service rep. who was very edgy in the beginning (they can see the info on previous calls on their screens) but settled down and assisted me.  It took quite a bit of explaining once again and she did agree to credit back the charges (only the ones that were accessible on the screen for viewing)....about 10.00.
Who knows how much money has been lost to this voicemal "glitch" that Rogers has.  They won't be motivated to change this profit-making situation unless there is some litigation or very public advertising of the problem.  So, tell your friends to check their accounts;  put it on your facebooks and twitters and any other social media ...............check your accounts and know the fine print (if there ever was any).

Thank you to everyone here for listing your complaint although now I'm feeling as though it will not be rectified by Rogers. No wonder it is impossible to speak to anyone when you call. I've been having the exact same problem and wondering what the heck was going on.  I checked my balance on-line as it is getting close to renewal time for me and listed there is this number (647) 278-9960  and I'm being charged $0.39 each time.  This is using up a significant amount of my pay as you go.  Between Sept 27 and Nov 30 I have received 26 such calls. All but 6 of them are $0.39 (6 are $0.01).  I've submitted a complaint through their webpage.  Really, they should be sued - this is ridiculous. They should be shut down.

When you get billed for rogers cell phone from 647-278-9960 for voicemail you do not get, it is because you don't have voicemail set up (although you are paying for it). It is calling the voicemail centre. It means people are calling you and trying to leave a message, but can't. You still get charged. Call 0-1-647-278-9961 from your cell phone to set up voicemail and it should stop.

The Rogers salesperson was a complete moron for not telling me this in the first place. I lost a lot of money for several months because of this, and was wondering why I never got voicemail messages.

What a scam ! I have eight voicemails at 40 cents each in the past mnth, all from (647) 278-9960, though i only found this number by signing on to my online account. It appears on the phone as a 514 number. Guess you can pull that kind of crap when you're a phone company. Guess you will pull that kind of crap when you're an unethical phone company. I don't even want to know how long this has been going on. Anyway, glad I went online to cancel my voicemail. Shame Rogers, shame.

Just like Niagara Falls user, I noticed this scam only when I realized I could not make calls from my pay-as-you-go phone because there was no balance on it.Then I checked calls history online and found 34 records of voicemails received with this number listed only in the past 30 days (12 only in the past 4 days!), even though there were only 2 actual voicemails I received and corresponding records on the call display on my phone during that time. Needless to say each time I was billed $0.40 per such phantom 'voicemail'. I will cancel my Rogers account, if they don't immediately correct this and stop this scam, as soon as I can get to talk to someone on the helpline, that is. If companies like Rogers have resorted to this kind of stealing tactics and ripping you off, then they must be really desperate.

Very upset with the unethical and possibly criminal reverse charging from phone number (647) 278-9960. This obviously a scam by Rogers or in the very least an oversight. I would have to say the later since there has been a myriad of complaints and Rogers has done nothing to rectify the issue. Why would they? It makes Rogers a fortune with this scam.

The phone number (647) 278-9960 does not appear on my phone as received nor dialed. I would not even have known about (647) 278-9960, and most Rogers customers getting scammed probably don't know either, until I checked my account online and viewed my Rogers account usage details.

My account usage details showed 8 calls in the last two days at 0.15¢ each. Rogers better rectify the issue or face legal action!

Nightmare!!!-   12 calls in 5 days after emphatically stating to ROGERS that I don't want anybody to have my number except family. They don't block numbers either! I dumped voicemail option, hopefully that will solve the problem..Good luck to all.

I got about 50 calls from/to this number.  I have made an inquiry with Rogers.  They were able to credit me back for the most recent 30 calls, but would not credit me for any more than 30.  I asked to speak to a manager and was promised a response within 36hrs.  5 days later no call so I escalated it to the next step.  This phone is for emergencies only so I know no calls were made to this number.  It is obviously a glitch or perhaps a scam by rogers.  Very very dissapointing.

I was charged more than 10 times last month for that number. the call description said " Voicemail received". I called that number and found it is Rogers Wireless Message. However, I have never called that number to check my voice mail last month. What happened?

Contact rogers, if you can get thru.  State your displeasure, and tell them to remove voicemail from your phone, even if you have never set it up.  What a scam,  If they can collect 50cents or a dollar a month from poor saps like us, think what this adds to THEIR bottom line.If they have a million saps like me and you, it is a nice little profit.
