This # calls four or more times a day it says one health on the phone, 651-333-4139. no one will talk. they call as early as 7:23 am. I don,t have any  thing to do with this company.

This number 651-204-1366 has been calling my sister in law several times a day for the last passsed 2 weeks. It is a man and calls as early as 6:00am and as late as 3:00 in the morning. He tells my sister in law awfull things over the phone. My sister in law keeps on telling him that she is not the person who he is looking for. But he continues to call and bother her.
He is a sick person that has nothing better to do. Someone needs to stop this
crazy person. What can we do ???

This guy all of you are talking about is annoying and rude he calls me every day , weekends as well .Early , Late, he does not care. If someone is calling my number I sure like to know who is calling me, I should not have to explain anything on the phone untill I know who is calling. Especially now these days.

Got a call from this number and looking for a person they could not even pronounce the name. They sounded very intimidating from the very first word and they do not want to reveal their purpose other than they are from "IC Systems". They keep on calling and becomes annoying.

This is to "the person that pays her bills" who say we take advantage of credit card companies:

These Collections agencies actually BOUGHT all these bad accounts from the credit card companies at a discount, hoping to make a profit when the people repay the full amount back plus interest. These collections agencies know the accounts are bad when they buy them. Then they try to act all pissed off when they're left holding a bunch of worthless accounts receivables, people who have no money to give them. LOL

That's why collections agencies are getting so pissy. Just imagine being in their position, buying all these bad accounts hoping to strong arm people in to paying, and then the worst economic disaster of the century comes and paying off old debt is the last thing on peoples minds. I can't say I feel bad for them one bit.  It's got to be the worst industry to be in right now. Anyone who gets a job at a collections agency at this time thinking they're going to make some coin is in for a surprise! :)

To "A Person Who Pays Her Bills" - I pray for the day you ever have to be late with a bill, or unable to make payments on bills.  May you never know what others of us are dealing with during these very difficult economic times.  Take note, the folks that are able to post on here are only a small number of people who actually can afford a phone or internet service.

This phone number has called me 10 times in one day. Once I called it back they told me that they were looking for a Rosa something or other. When I told the guy that I was not that person, he was so rude to me on the phone and started mocking me saying "excuse me that isn't me" These people are crazy and rude and obviously have nothing better to do! I wouldn't be suprised if this is some scam-but I intend to get to the bottom of it.

This company calls me up to 7 times a day.  I spoke to them twice and they refuse to send any info in writing.  I told them that it is illegal to call me the way that they do.  I told them that it is harrassment.  They told me they will call as many times as they like until payment is resolved.  They claim they sent me something in writing, but I did not receive anything.  I want these annoying calls to stop.  I want the name of this company and their address so I can write a formal letter letting them know that I do not want them to contact me.  I did this with another company and it worked.  According to the Federal Trade Commission it is illegal to be contacted more than once a day without leaving a message.  As consumers, we have the right to let credit collection agencies know that they cannot contact us via phone or mail and that if they are calling on behalf of a credit company, we can resolve the issue straight with the creditor.  Go to gottrouble.com and theylet you know all of your rights as a consumer.  And in the state of Texas, we have asset protection laws.

I did some reading on another site that says they are collectors from Target.  So if you owe for a Target credit card or something they are calling.  Do a Google search for this number and the first site that comes up has a lot of info.  Apparently a lot of people are getting these calls.

Similar story here as to what was posted above.  I had an outstanding debt with target of $30.  Due to late fees as stated by this company I now owe $120.  The calls are annoying but they are within the law.

Anyways, here's what you do to get it to stop.  Go on craigslist for a location in Minnesota.  Make a post selling something good for cheap.  Not so cheap that it couldn't be possible, but post a really good deal.

For example, "52 inch NON-HD TV, Good shape!  $150.00"

List this number as your only contact information: 651-204-1366

Repeat the process a few times in a few different counties.  It would probably only take 20 or 30 people 2 hours a week to jam their phone lines with callers looking to buy stuff.

I received a call from this number the other day.  I missed it and called back.  The guy that answered asked what number I was calling from and asked me if I was Amy Meyer.  I replied no, he asked again, I replied no again and he hung up.  Now today I get another call from that number.  Has anyone tried contacting Target?  As for the person who told everyone it wouldn't happen if they paid their bills- I've never missed a bill, I've never been late paying a bill so there goes your theory.  Nice try though.

If you people would pick up the phone, pay your bills and stop being deadbeat debtors, you will not recive the phone calls.  Stop taking advantage of these credit card companies when they loaned you money when you needed it.  It is all of you guys fault that the economy is the way it is.  START PAYING YOUR BILLS BACK, WHAT KIND OF PEOPLE ARE YOU TO STEAL FROM THESE COMPANIES, NO ONE FORCED YOU TO OPEN THE CARD SO PAY IT BACK.

Plain and simple - if you owe a debt - pay it! Then collectors would have nothing to call you about.

Remember that Collectors are people too - its not like they take the job because as children they aim to be one some angry debt collector. Also keep in mind that the job is hard, they spend the majority of their day speaking to people who are mean/rude/vulgar from the minute they pick up the phone. People who are upset at their situation - no money, not able to afford to get by - tend to take it out, even on the nicest of collectors - only because they do not wish to be reminded of present circumstances.

Collectors are just doing their job - albiet some do it unproffesionally, but the point remains the same - if you paid the debt to begin with, it wouldnt make it to a collection agency/attorneys office.

In terms of fake agencies - Google the company name, check out their website, call the BBB (Better Business Bureau) in their state - If they were fake - why would someone waste their time working for them?? I know I wouldn't go to work if I knew the company I worked for was just out to scam someone!

In terms of letters - an agency only needs to notify of the debt being placed with them. When you recieve that letter you have 30 days to dispute the validity of the debt. The letter will tell you the steps you need to take to do so. It will also advise you that if you do not dispute it in that 30 days, than the balance is owed.

Payments over the phone - are you all aware that if you give a company permission to take money from your account on a certain day - and they remove it on a different date - you can sue the agency! Most agencies will tell you they only accept payment over the phone as a means to help you - with that payment set on the account, the client; i.e. The store, the bank, the company you owe, can see that you have intention to take care of it before they move the account further. (Another agency or an Attorneys office) If you do not have an active account or are still not comfortable with it - MoneyGram or Western Union is usually an option - and you can call the collector back with the tracking number as proof you sent it.

Also keep in mind that agencies/offices do keep very good notes. What you say is documented on your account, so if you have been repeatedly rude to collectors at the same company - of course they will have the "harshest" collector there call you next. That is their job - to assist you in finding a way to pay the debt that you owe. It is NOT their fault that you bounced the check, ran up a credit card bill so high that you cant afford to pay it, or terminated phone service and owe an early termination fee. It IS their JOB to collect the money.

Their notes also document things like payments - when to run it & for how much. If there are multiple payments, all are documented in the notes from that conversation. If you set a payment plan with many payments, you will generally recieve a notice in the mail 7-10 days before the payments process's to remind you.

Also keep in mind that just because you havent heard from anyone about a debt in a significant amount of time, does NOT mean it went away. It generally means that the account was moved to another agency/office. Eventually, they WILL find you again. Collectors will utilize what services they need to, to locate a debtor.

All and all - if you dont want to deal with collectors - than pay your bills/fees/accounts/overdrafts and so on - then we would all put collectors out of work! :)

IC Systems has yet to harass me though.  I use Google Voice which will allow a call to pass through to my phone or go straight to voice mail without bothering me.  I would recommend those of you here to get your own Google voice number, change your contact number and only give out your Google Voice number!

Got a call from 651-204-1366... goes to my Google Voice number which doesn't forward on my cell phone.  I just get a txt or a e-mail saying there was a message.  Google Voice has been great in keeping a***ole debt collectors from harassing me!

Thanks for the contact information on IC Systems.  I had been trying to look them up but the website wasn't working.  I am faxing and mailing them a Cease and Desist letter.

I will deal with Target on my time and on MY terms.

Thanks for all the input everyone. Just one more pesky number to ignore. I wish my phone had a silent feature - it still vibrates!! Target's check card should decline when you don't have any $$$ in the account!!
