I received a call from 676-778-1095 to my cell phone that I did not answer because I did not recognize the number and they left a message but it was mostly unintelligible because of static, poor connection, or competing background noises.  I've received 676 calls before when someone I know is using a calling card from a foreign country but I answer those because I'm expecting them.  This one was out of the blue.
